About this file

This is a Solicitation Addendum No. 1 issued by the City of Austin Financial Services – Central Procurement for Invitation for Bid (IFB) 2200 JRN1038 regarding the procurement of Powder Activated Carbon (PAC) for potable water treatment. The solicitation seeks approximately 600 tons of PAC annually to be delivered to three water treatment facilities: Ullrich Water Treatment Plant (up to 20-ton loads), Davis Water Treatment Plant (up to 15-ton loads), and Handcox Water Treatment Plant (up to 20-ton loads). A non-mandatory pre-offer meeting was held on February 9, 2026, with ten participants representing the City, current supplier ARQ Purification, and competing vendors including Atlas Carbon LLC, Calgon Carbon Corporation, and Norit Activated Carbon. Written questions were due by February 13, 2026, at 5:00 PM CT, with sealed bid submissions required by February 26, 2026, at 2:00 PM CT. The estimated contract start date is July 28, 2026, with an initial term of twenty-four months and three optional one-year renewal periods at the City's discretion.

The addendum addresses ten substantive questions from prospective bidders, clarifying that the current supplier is ARQ Purification, LLC at $1,198.00 per ton, and that bidders may submit offers for different manufacturers with separate bids required for each manufacturer. The estimated annual usage figures on the price sheet represent actual average consumption across all plants. Samples must be submitted per specification within five business days upon City request following bid opening, not prior. All freight charges must be prepaid and included in the quoted price with no separate line-item invoicing permitted. The addendum confirms that bidders may quote different manufacturers and that all pricing must be all-inclusive of delivery and transportation costs.
