About this file

This document is a Model Contract - Exhibit B for Invitation for Bid (IFB) #2024-18 involving the California State Lands Commission for the Prosser Dam Road Fuel Reduction Project on School Lands Parcel #062-002. The project involves fuel reduction work across multiple zones, specifically Zone 1 (7 acres), Zone 2 (10 acres), Zone 3 (29 acres), with optional tasks for Zones 4 and 5. The work includes completing all items specified in the project's Exhibit A, with potential additional tasks such as spreading volcanic gravel on a driveway. The contract requires comprehensive fuel reduction activities with specific performance requirements and detailed task completion expectations.

The contract provides a comprehensive pricing structure with bidders required to complete a cost worksheet detailing prices per acre for priority and secondary areas. Pricing must account for net timber value, including offsetting revenue from harvested timber. The contract includes provisions for 10% retention on invoiced payments, prevailing wage requirements, and mandatory bonding (payment and performance bonds equal to the total contract value). Additional financial terms include the ability to submit progress payments, change orders with detailed documentation requirements, and a budget contingency clause that allows contract modification or cancellation if sufficient funds are not appropriated. The contract also specifies strict invoicing procedures, with invoices to be submitted electronically or by mail, and includes provisions for handling disputes, personnel replacement, and potential project modifications.
