Bids are due by July 18, 2024 at 10:00 AM EDT, and a virtual public bid opening will be held the same day at 11:00 AM EDT. An optional pre-bid conference will be held on July 8, 2024 at 2:00 PM EDT.

Bid prices shall be in the form of firm, fixed unit prices, and the contract will be awarded to the lowest responsive and responsible bidder on a grand total basis. This solicitation includes a Small Business Set-Aside Award Priority. Invoices will be paid within 30 days of receipt and verification of satisfactory work. Contractors will be required to provide Workers' Compensation, Employer's Liability, Commercial General Liability, and Automobile Liability insurance coverage. Questions and Answers

1. Is the SBSP attachment for subcontractors or is it like a small business optimization form?

Attachment C, the Small Business Subcontracting Plan, is similar to a small business optimization form. Bidders who are DSBSD certified as a small business should follow the instructions for Section A. Bidders who are not DSBSD certified should follow the instructions for Section B. Also refer to the Reminders section of the Cover Page, the note for bidders in Section I, and Special Terms and Conditions paragraph X.30 for additional information regarding the SBSP requirement.

2. Attachment C - Is the percentage for the subs for the overall contract or just how much we might use them? For bidders not certified by DSBSD who are completing Section B of

Attachment C, the percentage is for how much that subcontractor would be utilized for goods or services in performance of the contract. For additional information regarding the SBSP requirement, refer to the Reminders on the cover page, the Note to Bidders paragraph of

Section I, and paragraph X.30 of the Special Terms and Conditions.
