About this file

This is a submission checklist attachment for Invitation for Bids (IFB) 1254 issued by the New York State Office of Children and Family Services (OCFS) to procure one qualified Special Education Teacher for the MacCormick Secure Center, a secure residential facility located in Brooktondale, New York that serves male offenders up to age 21. The position requires the provision of comprehensive special education services for students in grades 7-12 in compliance with New York State and Federal Education Department regulations, including development of Individualized Education Programs (IEPs) and 504 plans, maintenance of special education records, annual and tri-annual reviews, and initial evaluations as requested. The facility is one of OCFS's most controlled and restrictive residential programs serving youth with extensive histories of delinquent behavior and prior out-of-home placements. Bids may be submitted by an individual or an organization, with the option for either to propose themselves or designate an individual to perform the services.

The submission checklist outlines eight required documents that bidders must complete and submit electronically to funding@ocfs.ny.gov by the bid due date specified in the IFB Calendar of Events: the OCFS-0910 Request for Bid Form, OCFS-0910 Bid Sheet Attachment with hourly rate specified, Attachment 1 (Bidder's Certified Statements), Attachment 2 (at least three professional references with one from the past twelve months), a resume documenting required experience and all positions held in the last five years, proof of valid New York State Special Education Teacher certification, and proof of a bachelor's degree or higher in Special Education. The checklist is optional but provided as guidance for proposal preparation, with all required documents subject to evaluation upon receipt.
