About this file
This document is a Responses to Questions document for Invitation for Bid (IFB) 1195 issued by the New York State Office of Children and Family Services (OCFS) for a Contracted Special Education Teacher position at the MacCormick Secure Center. The IFB is for a single special education teacher position with a contract term from September 1, 2025, through August 31, 2030. The procurement seeks a qualified professional with NYS Special Education Teacher certification for grades 7-12, a Bachelor's degree in Special Education, and 1-3 years of teaching experience. The bid was designed to select a contractor to provide special education services for male offenders at the secure center, with the successful bidder required to provide in-person services for the full contract duration.
The contract will be awarded to the responsive and responsible offeror with the lowest hourly rate who meets all specifications. The total projected contract value is $7,500, covering pre-approved travel reimbursements. There are no set-aside designations, with zero percent goals for Minority-owned Business Enterprises (MBE), Women-owned Business Enterprises (WBE), and Service-Disabled Veteran-Owned Businesses (SDVOB). Locum tenens vendors and temporary staffing agencies are explicitly ineligible to bid. The contract prohibits subcontracting, and the proposed Special Education Teacher must be identified within 21 days of tentative award. The first contract year guarantees 184 regular school days with an optional 35 summer school days, and includes annual 2% cost of living adjustments.

Responses to Questions for IFB 1195 Contracted Special Education Teacher for MacCormick Secure Center
(Reissue)
Q1 I’ve reviewed Section 4.13 regarding MWBE and EEO requirements and noted that the participation goals are set at 0%. Can you please confirm whether subcontracting is optional under this IFB, or if there are any mandatory subcontracting requirements unrelated to MWBE/EEO?
A1 Per IFB Section 3.2 Product/Service Specifications, applicants may not subcontract any components of the scope of work.
Q2 Please clarify if this IFB is just for one position or Multiple positions?
A2 This IFB is for one position.
Q3 If resumes are required, please specify whether actual candidate resumes or sample resumes should be submitted with the bid?
A3 Per IFB Section 2.2 Packaging of IFB Response - Required Contents of Bid Proposal, all bid proposals must include the OCFS-0910 Request for Bid Form and Attachment 1 – Bidder’s Certified Statements. The candidate’s resume must be submitted within 21 days of tentative award per IFB Section 3.2 Product/Service Specifications. Sample resumes will not meet this requirement.
Q4 What specific criteria will be used to evaluate and score submitted proposals?
