About this file

This is a training proposal between the Illinois Housing Development Authority (IHDA) and CHAM for delivery of an Asset Management Fundamentals (AM290) course. The three-day, in-person training is scheduled for February 9-11, 2026, at 111 E. Wacker Drive, Chicago, Illinois, with capacity for up to 35 IHDA staff participants. The course is the second component of a three-part series required to earn the Asset Management Specialist Certificate and covers asset manager roles including reserve planning, capital needs assessments, basic housing finance, and resident service program oversight. CHAM will deliver an interactive, hands-on workshop led by Principal Instructor Judy Weber. IHDA must provide participants with a final attendance list at least two weeks before the class start date, and all participants are required to complete the prerequisite course, Nuts and Bolts of Asset Management (AM121), by January 23, 2026. Each participant must bring a laptop to the course.

CHAM's fee for course delivery is $18,500, which includes instructor preparation, delivery, travel, classroom materials, evaluation, and testing. CHAM will provide course notebooks with hard copies of materials and flash drives for computer-based exercises, while IHDA is responsible for providing the venue with classroom-style setup, projector, laptop connectivity, electrical outlets, teaching supplies including flip charts and markers, and food or beverages as deemed appropriate. Participants must achieve a minimum score of 80 percent on the course test by March 31, 2026, to receive credit; all attendees will receive certificates of completion, and CHAM will conduct course evaluations and share results with IHDA. Participant information will be shared with CHAM's training partners to ensure course completion counts toward the Asset Management Specialist designation. IHDA is responsible for marketing the class using CHAM-approved materials and logos and managing all participant communications.
