APPENDIX B

EVALUATION CRITERIA

1.0 EVALUATION INSTRUCTIONS

The applicable evaluation provision that shall govern the instructions to offerors under this commercial solicitation is: 52.212-2 Evaluation—Commercial Items (Oct 2014), hereby incorporated in full text with fill-ins below:

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the

Government, price and other factors considered. The government will select a proposal based upon Lowest Price Technically Acceptable offer.

The following factors shall be used to evaluate offers:

● Technical/Management Approach (TMA)(to include Past Experience): Rated as “pass or fail”

● Price: Evaluated to determine that the price is fair and reasonable

This means that each offer, when compared to the evaluation criteria, is either ACCEPTABLE

(pass) or UNACCEPTABLE (fail). After the offer is reviewed and is determined technically acceptable, the price will be determined fair and reasonable.

Additional FAR and GSAM clauses are incorporated within the attached PWS.

1.1 General Information

This solicitation is for a performance based, commercial contract to be solicited, evaluated and awarded in accordance with FAR Parts 12, 13 and 15 (Contracting by Negotiation/Request for Proposals (RFP));

therefore, the evaluation procedures at FAR 15 may be utilized /or/ procedures at FAR 15.1 are hereby utilized.

Offerors are strongly encouraged to offer substantial discounts to the Government, discounting from their awarded published commercial rates/rates charged to the most favored customer base.

Additionally, volume and prompt payment discounts are highly encouraged, but will not be used in making award decisions. Because the goal of the GSA Contracting Officer is to establish and award on initial quotes/proposals, there may be no additional opportunity for Offerors to revise their pricing submissions or offer further discounts prior to contract award. GSA reserves the right to request clarifications, request additional discounts or conduct discussions with offerors to resolve quote/proposal details as necessary, in accordance with FAR 12 and 15 as applicable.

The acquisition evaluation will be conducted utilizing a Lowest Price Technically Acceptable

Process in accordance with FAR 15.101-2

Options: The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the

Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

By submission of its offer, the offeror accedes to adhere to and perform all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale (in the cover letter document).

The government intends to award a contract without discussions with respective offerors. The government, however, reserves the right to conduct discussions if deemed in its best interest. The

Government reserves the right to develop a competitive range, per FAR 15.306, as determined necessary. If any part of the offeror’s proposal results in a less than satisfactory evaluated rating, the Government reserves the right to give no further consideration to the offeror’s proposal/quote.

2.0 Implementation of Evaluation Criteria

2.1 Offeror quotes will be evaluated to determine the best value to the government using a two-step methodology as follows:

Step 1: Initial Assessment. The Government will perform an initial assessment of the initially proposed overall Total Price of the offers to screen them for accuracy and completeness. The

Government may in its discretion confer with a offeror to clear up corrections to obvious mathematical errors, rounding errors or other minor adjustments for the purpose of initial screening. The lowest offer will be selected for further evaluation in Step 2.

Step 2: Technical Evaluation. The Government will evaluate the quote selected in Step 1 above for technical acceptability. If the lowest priced quote receives a technical “Acceptable” rating, that offeror’s quote will be selected for award and no other offeror quotes shall be evaluated. If the lowest priced quote receives a technical “Unacceptable” rating, that offeror’s quote will be ineligible for contract award. The Government will then evaluate the next lowest priced quote for technical acceptability. This process will continue until a quote is determined technically acceptable and or all quotes have been evaluated. Award will be made upon identification of an acceptable offer with the lowest price. The remaining, higher-priced offeror quotes will not be evaluated.

GSA will make that determination based on each offeror’s quote/proposal using the following evaluation criteria listed in this solicitation under Appendix B. Factors will be evaluated as follows:

● TMA (to include draft Treatment Plan, Staffing Plan and Past Experience and SB

Subcontracting Plan, as applicable) and its feasibility, practicability and appropriateness in accomplishing PWS requirements.

● Past Experience (PE) and its relevancy to the scope, size, and duration of requirements identified in the PWS that is recent (within the last 5 years).

● Price: Evaluated to determine that the price is fair and reasonable.

The offeror shall comply with FAR 52.212-1 when submitting an offer in response to this solicitation. If an Offeror is an Other than Small Business, and for compliance with FAR 52.219-

9, Small Business Subcontracting Plan (Jan 2017), is required to be submitted with the quote.

If any of the evaluation factors receives a rating of less than “acceptable,” the proposal may not be reviewed any further and will not be considered for award; however, the Government reserves the right to ask for proposal revisions and hold discussions/negotiations with all contractors who are under consideration for award to discuss any element of the offeror’s offer.

A post-award debriefing may be requested by the offeror, and will be conducted by GSA in accordance with the requirements of FAR 52.212-1(l).

2.2 Technical/Management Approach (TMA)

This factor considers the extent which the offeror understands the requirements of the PWS, and the offeror’s technical approach to meeting those requirements.

The offeror will be evaluated on their demonstrated understanding of the PWS requirements, the adequacy of the solution approach, the quality and completeness of their technical solutions to these objectives, and the overall qualifications and skill mix of the contractor workforce proposed to address this contract objective. The Offeror shall submit an overall:

● Technical/Management Approach narrative with a description/narrative of the offeror’s knowledge and understanding of the requirements as outlined in the PWS. The offeror shall provide the methodologies and techniques used to fulfill the PWS requirements including the management of the contract shall be clearly stated. PWS Section 4.0 shall be stated and clearly addressed in the Technical Approach.

○ In support of TMA, the offeror shall prove a draft/preliminary Treatment Plan

(reference PWS 4.2), and a Staffing Plan to address how the team will be structured.

○ The draft Treatment Plan, Staffing plan, and Subcontracting Plan, if applicable, shall be evaluated under TMA.

● The offeror shall provide a matrix for the staffing plan that identifies the proposed labor categories, whether the staff is from the Prime Contractor, Teaming Contractor or

Subcontractor, Section of the PWS and Labor hours. The staffing plan shall address how the team will be structured for the contract. The offeror shall provide qualification statement for the following: All contract personnel who perform pest management activities on AF installations must hold the appropriate state certification and business license for the location and activity performed (this includes General Use and Restricted

Use Pesticides).

An offeror must not simply state that it is willing to perform the PWS requirements.

Offerors must provide a narrative and show they are capable of performing the work described in the PWS. The Government must have confidence in the contractor’s ability through their technical approach submission to complete the requirement as outlined in the

PWS with minimal risk.

2.3 Past Experience (PE)

To be considered responsive to the solicitation, the offer shall use the Past Experience

Information Sheet, Appendix D of this document to provide the PE information for at least three

(3) past or current contract that is recent, i.e., executed within the past 5 years (completed and/or ongoing tasks are acceptable), with comparable (same or similar scope, size, duration) requirements to the solicited task. Past experience is defined as actual work experience that has been performed in the recent past by the offeror and their teaming partners/subcontractors/suppliers. In evaluating this factor, the Government will evaluate the firm’s similar experience to the requirements of the PWS (reference Section 4 and Appendix 1 for submission requirements).

2.4 Price

Price - The Government will conduct a price analysis on the technically acceptable quote selected in Step 2 - Technical Evaluation.

Price will be evaluated to determine the fairness and reasonableness (i.e., pricing offered is not unrealistically high, or of a nature that is greater than a prudent person would pay given the applicable market conditions) of proposed pricing. Price will be evaluated separate from all non-price elements of the quote. A rating will not be assigned to the evaluation of price. NOTE: All prices contained in the offeror’s pricing schedule reflect total compensation for the services detailed therein and are fully inclusive of all costs including labor (workers, management, aids, assistants, and operators), overhead, and general and administrative (G&A) expenses, and profit.

Price quotes shall be evaluated for the presence of ‘unbalanced pricing’ based on a contractor’s attempt to ‘buy in’ to the acquisition. The Contracting Officer shall perform a price (and/or cost

(if determined necessary by the Contracting Officer)) proposal analysis to determine fair and reasonable pricing. The Contracting Officer reserves the right to reject an offer if it is determined that the lack of balanced pricing poses an unacceptable risk to the Government in accordance with FAR Part 15.404-1(g). The base year and all option years shall be included in the total cost/price calculation.

The Other Direct Cost (ODC)s will be a FFP CLIN line on the Appendix C Pricing Spreadsheet.

The offeror will complete the ODC portion on the pricing spreadsheet and shall submit three (3) price quotes, per each item, to support a determination of price fair and reasonable. The offeror’s failure to submit the 3 quotes may preclude the item from being included in the total award price.

ODC will be awarded as a FFP CLIN; offeror requests for reimbursement of additional ODC costs may not be considered after award

52.212-2 [Evaluation – Commercial Items] (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

NOTE: Pricing quoted and evaluated will also be applicable for any subsequent use of the clause at FAR 52.217-8, Option to Extend Services (for up to a six month period, beyond the base and two optional periods).

2.5 PAST PERFORMANCE: Even though past performance is not an evaluation factor for this procurement, the GSA Contracting Officer (CO) will review the Federal Awardee

Performance and Integrity Information System (FAPIIS) and the Excluded Parties Lists System

(EPLS) information on the awardee in order to make a responsibility determination in accordance with FAR 9.104-6 FAPIIS and FAR 9.105-1 Obtaining Information.

The Past Performance Information Retrieval System (PPIRS) (http://www.ppirs.gov/) and the

Federal Awardee Performance and Integrity Information System (FAPIIS) which includes access to integrity and performance information from the FAPIIS reporting module in the Contractor

Performance Assessment Reporting System (CPARS), proceedings information from the

SAM.GOV database, and suspension/debarment information from the EPLS, may also be reviewed for each offeror.
