2.1 Proposal Development Instructions

(Amend 002) CLARIFICATION TO POTENTIAL OFFERORS:

The solicitation for this requirement is been publicized in FEDBIZOPPS; however, proposals must be submitted through the GSA Information Technology Solutions Shop (ITSS) integrated system. Your company must be registered in the system in order to submit a proposal.

All interested offerors must submit their proposal via GSA’s IT Solution Shop (ITSS) web-based order processing system. Proposals will only be received and awarded via ITSS. The link is listed to the Assisted Services Shared Information System (ASSIST) for ITSS Registration:

below and the ITSS Help Desk number is 1-877-472-4877. https://portal.fas.gsa.gov/assist-web/registration/contractor/search

To submit a proposal for consideration for award, all interested offerors must send GSA an email identifying (1) offeror’s name, and (2) the name of an individual offeror employee who will act as the offeror’s GSA point of contact (POC) for this requirement that is

“registered in IT Solution Shop (ITSS)”. OFFERORS MUST IDENTIFY THE

COMPANY NAME OF THE OFFEROR AND THE POC’S NAME EXACTLY AS IT

APPEARS IN ITSS. “Registered in ITSS” or “Registration in ITSS” means a offeror is successfully registered in ITSS such that the Government can select offeror’s designated POC in

ITSS to be able to submit a proposal. Some offerors have multiple company divisions and employees registered in ITSS making it difficult for GSA selection. (Amend 002) Therefore, to ensure that all interested offerors receive the RFP, prompt submission of the above ITSS offeror information (offeror’s name and POC) is requested. An email must be sent to patricia.hopkins@gsa.gov and carol.england@gsa.gov in order to ensure registration.

Vendors should be registered in ITSS NLT 12:00 p.m. CST Tuesday, September 4, 2018.

The proposal closing date in ITSS is September 14, 2018 at 3:00 PM (CST). Extension to the RFP closing date and time will not be granted due to a offeror’s late registration in ITSS.

Any proposal received by GSA after the closing date/time is late and will not be considered for award.

The offeror must submit their proposal by the date and time established in the request for proposal (RFP) notice posted in GSAs Electronic Ordering System (ITSS). If you are unable to https://portal.fas.gsa.gov/assist-web/registration/contractor/search https://portal.fas.gsa.gov/assist-web/registration/contractor/search mailto:patricia.hopkins@gsa.gov mailto:carol.england@gsa.gov attach your quote/quote in GSAs Electronic Ordering System due to some type of technical difficulty, you must report the problem to the Contracting Officer Patricia Hopkins, email patricia.hopkins@gsa.gov and carol.england@gsa.gov, in sufficient time prior to closing to allow for the submission of the quote/quote via an alternative method at the CO’s discretion.

NOTE: Failure to register properly in GSA’s Electronic Ordering System, ITSS, is not an acceptable reason for the inability to submit a quote/quote or to receive communications regarding this solicitation.

The only method by which any term of the PWS may be modified is by a formal amendment to the PWS generated by the issuing office Contracting Officer. No other communication made whether oral or in writing (e.g., at any pre-quote/quote conference, responses to any industry questions prior to response closing date and time, etc.), will modify or supersede the terms of the solicitation and PWS.

The Government reserves the right to make a selection based upon initial quotes; therefore, the offeror should submit its best terms in its initial quote/quote. In accordance with FAR 15.306, the Government also reserves the discretion to conduct discussions with offeror’s and request revised quotes/quotes if needed, negotiate pricing or other elements of the quote as needed, and may also to make no award.

Offeror’s shall thoroughly examine all solicitation documents and follow all instructions. Failure to do so will be at the Offeror’s own risk. Failure to comply with all of the terms and conditions of the PWS may result in the Government’s elimination of the Offeror’s quote/quote from further consideration for award.
