1. The RFP states, “Offerors are required to submit five (5) hard copies of their proposals in three-ring binders by the solicitation closing date/time listed in the FedBizOpps announcement to the following address:”

The address is missing. Please provide the address to send the hard-copy submission.

A. Address now included.

2. Section M.2.3.2. states, "To be determined Very Relevant, the past performance effort must have a value of not less than $1M annually and include at least four of the relevancy areas listed below. To be determined relevant, the past performance effort must have a value of not less than $1M annually and include at least three of the following relevancy areas. If the past performance effort is less than $1M annually or does not include at least three of the following relevancy areas, it will be determined Not Relevant."

Is relevancy—in terms of relevancy areas—rated for each individual contract/task order or rated on all five references combined? It is rare contracts that such a diverse set of capabilities would fall under a single task order.

A. Relevancy is rated for each individual contract/task order. The point made in this question is valid, however, as under this contract it is expected to be rare for a particular task order to cover multiple relevancy areas. Considering this, the Government has reduced the requirements for a Relevant or Very Relevant rating. A Relevant rating now requires experience in one relevancy area instead of three, and a Very Relevant rating requires experience in two relevancy areas instead of four.

3. Does the Government require that the offeror provide a technical approach for TO0001 and TO0002? If yes, please indicate where the technical approach should be located in the offeror’s response.

A. The Government is not requesting a separate technical approach for TO 1 or TO 2. However, staffing for TO 1 and TO 2 is included within Subfactor 2 – Staffing Plan.

4. Section L.2.2.1 notes that resumes are not included in the page count but does not state in the RFP what positions resumes are requested for. If resumes are required, please provide guidance on which personnel should submit resumes.

A. Subfactor 2 under the Technical Factor now requires submission of resumes for offeror-identified key personnel. These resumes should be included as part of the Technical Volume but do not count toward the page count.

5. The RFP states, “Each page shall be counted except the following: Cover pages, cross reference matrices, tables of contents, glossaries, resumes, executive summaries, NDAs, and OCCI mitigation plans.” According to the table in Section L.2.2, Volume I is limited to 2 pages; if table of contents, executive summaries, and glossaries are not included in page limits, please indicate what the 2-page limit for Volume I applies to. Further, if the Offeror includes an Executive Summary in any other volume, will those pages be counted toward the page count?

A. Volume I is the Executive Summary, and an executive summary should not be included elsewhere in the proposal. Therefore, “executive summaries” has been removed from this list.

6. L2.2.2 Cost or Pricing Information states that pricing information should only be in Cost. However, Volume V asks for a Section B as well as Volume IV. Please confirm that Volume V can include pricing.

A. Instructions have been revised to remove the reference to Section B in Volume V.

7. The RFP requests a cross reference matrix. Please confirm the cross-reference matrix should be included in Volume I – Executive Summary.

A. This requirement has been removed from the RFP.

8. The RFP states, “The Offeror shall submit a consent letter in the format provided by Attachment L5, Subcontractor/Teaming Partner Consent Letter found in Section L of this solicitation for the Release of Past and Present Performance Information to the Prime Contractor, executed by each subcontractor, teaming partner, and/or joint venture partner, authorizing release of past performance information to the Offeror so the Offeror can respond to such information.” Should a consent letter be signed by each subcontractor or only the subcontractors that are submitting a past performance reference as part of the response?

A. A signed consent letter is only needed for the subcontractors that are submitting a past performance reference.

9. The RFP states, “Each volume shall contain a more detailed table of contents to delineate the subparagraphs within that volume. Tab indexing shall be used to identify sections.” Regarding “tab indexing” per section, does this refer to hard copies and having a labeled tab to identify each section in the binder?

A. Yes.

10. J-1 cover page indicates that TO0001 is Fixed Price. J-3 cover page indicates that TO0002 is T&M. Section L.6.1 states “The offeror shall state if any or all of the either TO0001 and/or TO0002 can be performed for a firm-fixed price.” TO0001 as currently written does not lend itself to be performed as a fixed price contract. Would the Government please clarify?

A. TO0001 is FFP.

11. The cover page of both J-1 and J-3 indicate the work will be both On-site and Off-site. Should Offeror’s submit the price schedule in Section B inclusive of both On-site and Off-site rates, or should Offeror’s submit one set of rates to cover both On- and Off-site?

A. This is the offeror’s choice. If the offeror utilizes separate on-site and off-site rates, it is recommended to include those separate rates.

12. The government provided Travel and ODC plug numbers to use for pricing in Attachment L1. TO0001 is one (12-month) base year and two (12-month) option years, while TO0002 is one (12-month) base year and one (12-month) option year. Are the Travel and ODC plug numbers provided in Attachment L1 intended to be annual or cumulative per task order?

A. The Government has updated Attachment L1 to break out the base/option period and Travel and ODC plug numbers.

13. Given that TO0001 is one (12-month) base year and two (12-month) option years, and TO0002 is one (12-month) base year and one (12 month) option year, is the Offeror permitted to modify Attachment L1 to accommodate option year pricing for both TO0001 and TO0002? If not, please indicate how the Government would like Offeror’s to represent option year pricing in Attachment L1.

A. The Government has updated Attachment L1 accordingly.

14. Past Performance page limitations on Table 1 under Section L2.2 states, “5 example contracts, limited to 3 pages per contract.” Does the 3-page limit per Past Performance Information Sheet only apply for each contract past performance or is Volume III limited to 15-pages in its entirety?

A. The 3 page limit applies to each contract/order reference individually.

15. The RFP states, “Each offeror shall specifically identify in its proposal whether or not any potential or actual OCCI, as described in Federal Acquisition Regulation (FAR) Subpart 9.5, exists for this procurement.” What volume should this be included in?

A. RFP has been updated to specify that this should be included in Volume 5.

16. Task Order 1 states that it will be one base year plus two 12-month options. In the body of the task, it calls out in Section 3.1.2.1.1 Phase I (12 months) and in Section 3.1.2.1.2 Phase 2 (12 months), but there is no reference to a Phase 3 or an additional 12 months. Does Phase 3 (12 months) start at Section 3.1.2.1.3? Would the Government please clarify?

A. The third year is for one year of maintenance and support required after completion of the first five aircraft. This is described in paragraph 3.1.2.7.2.

17. The RFP includes FAR 52.219-9 (Small Business Subcontracting Plan), but does not specifically request a Small Business Subcontracting Plan from large businesses in Section L. We request that the Government confirm whether Offerors should include Small Business Subcontracting Plans with their proposals, or will the Plan be requested post-award?

A. The RFP has been updated to request the Small Business Subcontracting Plan with the proposals. See L7.2.4.

18. Where are proposals to be delivered?

A. Address for hard copy proposal submission is now included in the RFP via Amendment 1.

19. Regarding Section C – 5.4 Contractor Performance - Can the government provide a definition for “key personnel?” Do resumes need to be provided as part of the proposal? If so, in which volume are they to be included, and is there a desired format?

A. The Government is allowing offerors to define what they consider to be their key personnel. Subfactor 2 under the Technical Factor now requires submission of resumes for offeror-identified key personnel. These resumes should be included as part of the Technical Volume but do not count toward the page count. There is no desired format for resumes.

20. Regarding Section C – 8.5. Anti-terrorism Level I Training – Anti-terrorism training is required for contractor employees. Does this also apply to subcontractor employees?

A. Yes.

21. Regarding Section L2.2.6. Cross Reference Matrix – Does the Cross Reference Matrix need to be completed for the entire proposal? If so, which volume is it placed in? Or, is a Cross Reference Matrix required for each volume?

A. This requirement has been removed from the RFP.

22. Deliverable item 020, Software code and documentation, states that all software source code and documentation used to operate and control the robotic paint system will be delivered. The referenced PWS section 3.1.1.2.1.7 states that the software code and documentation shall be delivered to the Air Force to maintain software configuration control. In some circumstances, the contractor will not have access to or license to distribute source code or software code running on the system. For example, in the case of the COTS components or licensed software, where access and distribution rights to the contractor would be limited. Would the Government contemplate revising the deliverable to a configuration control package, including but not limited to, source code and software documentation developed under the contract, copies of the run-time software available to the contractor, associated licensing documentation, and a backup archive of the contractor accessible run-time environment?

A. This language has been revised – see J-1 as of Amendment 1.

23. The SOW section 3.1.1.1 Software Requirements, indicates the DFAR clauses 252.227-7013 and -7014 will apply to the resulting contract, which allow for the contractor to own the technical data, computer software, and computer software documentation developed by the contractor under the contract, with unlimited rights being granted to the USG, except for Limited, Restricted or Government Purpose rights asserted and incorporated into the contract. However, Section 7.6 Data Rights, states that the Government shall own the software produced under the contract with exclusive rights belonging to the Government. Will Section 7.6 be revised to reflect the customary rights and ownership of technical data, computer software and computer software documentation in accordance with the DFAR clauses sited in the SOW?

A. Section 7.6 has been updated to remove the conflict with the respective data rights clauses to be included in the contract.

24. Regarding Attachment L1 on page 59 of the RFP, on the Instruction tab it states that the Travel/ODC Cost should not be altered. However, to accurately reflect the level of effort required to complete each task order it may be necessary to adjust the numbers, especially in the case of Task Order 001 which is currently identified as firm-fixed price. Can these numbers be modified? In either case, do we need to provide back-up to build cost that matches these ODCs/Travel values?

A. Please do not adjust the plug numbers for Travel/ODC Costs. If during task order performance it is found that these numbers are insufficient, the Government may, through modification of the task order, increase the ceiling for these costs. During contract performance, prior to incurring reimbursable costs, the contractor must provide supporting data to the contracting officer showing that the costs are fair and reasonable. See section B.4. of the RFP. For the purposes of this RFP, the Government is requesting indirect cost supporting data/rates – see section L6.4 of the RFP.
