EXISTING CONDITION INFORMATION
00 31 19 Existing Condition Information 00 31 19-Existing Condition Information
PART 1 - GENERAL
Field assessment of existing conditions of the project levees was performed by a team of engineers from Tetra Tech, Inc. in January 3 through 7, 2011. The findings were included and available in a report, titled “Donna Pump to Brownsville Levee Rehabilitation, Progreso Levee, Hidalgo and Cameron Counties, Texas, Design Report”, dated December 2013. Geotechnical investigations were performed as noted in Specification 00.31.32.
1.1 EXISTING STRUCTURES
The Department of Homeland Security has a border fence throughout the project limits that shall be protected in place during construction.
1.2 EXISTING UTILITIES
A. A total of ten (10) underground irrigation and drainage culverts have been identified as crossing underneath levee. In addition, several buried and partially buried utilities (water, sewer, telephone) cross the levee. These utilities are identified on the Contract Drawings with the best information available. During the construction, the Contractor is required to coordinate with local utility agencies and USIBWC to determine exact locations of these underground pipes and protect them in place.

PART 1 - GENERAL
For these Contract drawings, surveying and data collection were performed as follows:
1.1 EXISTING INFORMATION
The existing Survey Control Data and the ROW tract maps shown on Engineering Office Files
(EOFs) were provided by USIBWC for use.
1.2 FIELD SURVEY
Field survey was performed in January 2011, by Melden & Hunt (M&H) who developed and provided the following, which were used as the basis of design.
A. Survey Control
(1) The surveyor established horizontal and vertical controls based on Texas State
Plane South Zone North American Datum of 1983 (NAD 83) in feet and North
American Vertical Datum of 1988 (NAVD 88) in feet, respectively.
(2) Coordinates and elevations of survey were based on existing Benchmarks in the area, which are summarized on the Plan Sheet identified as “Survey Control
Benchmark Location & Encroachment”.
B. Existing Survey Markers.
The surveyor surveyed and located all existing levee control line station survey markers.
The station markers included all Point of Curvature (P.C.), which are identified as
Beginning of Curve (BC) and End of Curve (EC) on the Contract drawings.
C. Right of Way (ROW).
The surveyor surveyed and located all existing ROW survey markers along both sides of the levees and verified against the ROW maps in Paragraph 1.1 above. The surveyor installed new ROW markers, witness posts and pipes, as needed per the USIBWC survey guidelines.
D. Cross Section Survey.
The surveyor performed cross Section survey along the project reach to include, but not limited to, levee, distances to the ROW, any ramps that enter or exit the levee and any ditches or canals that cross the levee or are immediately adjacent to the levee. The final topographic mappings, including a 3-dimensional surface, were provided in an AutoCAD file, survey point file and a surface TIN file.
Survey Information February 12, 2014
00 31 21-2 USIBWC Solicitation IBM14B0001
E. Existing Utility Survey.
(1) The surveyors surveyed and obtained x & y coordinates and elevations of existing surface features of visible structures and utilities, including, but not limited to, gatewells, gate, fence crossing and vehicular gates. These locations are shown on the Plan and Profile sheets of the Contract drawings.
(2) NOTE: IT IS THE CONTRACTOR’S RESPONSIBILITY TO VERIFY
LOCATIONS OF ALL EXISTING UTILITIES (SHOWN AND NOT SHOWN
ON THE CONTRACT DRAWINGS) PRIOR TO CONSTRUCTION.
(3) Additionally, attention is called to Specification 02.02.00 for additional requirements and guidelines for existing utility survey.

SPECIFICATION 00.31.24
ENVIRONMENTAL ASSESSMENT INFORMATION
00.31.24 Environmental Assessment Information 00.31.24-Environmental Assessment
Information
PART 1 - GENERAL
A. The Project’s Environmental Assessment (EA), titled "Final Environmental Assessment, Improvements to the Donna-Brownsville Levee System," dated September, 2007, was prepared for USIBWC.
B. This document lists environmentally and culturally sensitive areas that need to be protected from any disturbances of construction activities. The environmentally and culturally sensitive areas that were identified on the document are identified below. The
Contractor shall refer to the exhibits in the EA document for the detailed locations of these areas.
(1) Environmentally Sensitive Areas
a. U.S. Fish and Wildlife Service Lower Rio Grande Valley National Wildlife
Refuge
(2) Culturally Sensitive Areas
a. Several potential areas that may contain historic or prehistoric archaeological materials are located in vicinity of the levee improvement area.
(3) Biological Resources
a. None-native grasslands, which have very limited value as wildlife habitat, are located adjacent to the levee system and expected to be rapidly re-established after removal for levee construction. Although wetlands are identified in the vicinity of the construction area but none is located within the permanent footprints of levee improvement.
C. The Contractor shall review and comply with the requirements provided in the EA documents. The documents are available for Contractor review at:
http://www.ibwc.gov/Organization/Environmental/reports_studies.html .
1.2 ESTABLISHING AND ACQUISITION AUTHORITIES.
Various authorities include:
A. Fish and Wildlife Act of 1956 [16 USC 742f (a) (4)], [16 USC 742f(b)(1)]
B. An Act Authorizing the Transfer of Certain Real Property for Wildlife, or other purposes
[16 USC 667b]
C. Refuge Recreation Act, as amended [16 USC 460k-1], [16 USC 460k-2] http://www.ibwc.gov/Organization/Environmental/reports_studies.html

1.3 PRESERVATION OF CULTURAL AND NATURAL RESOURCES AND THE
ENVIRONMENT.
If the Contractor initiates changes to the Contract and USIBWC approves the changes, the
Contractor is responsible for obtaining clearances and coordinating with the appropriate regulatory agencies.
A. Cultural Resources. Cease all work immediately if a site, building, or location of historical, archeological, educational, or scientific interest is discovered within the right of way. The site, building, or location will be investigated and evaluated by USIBWC.
B. While working in Texas – Texas Commission on Environmental Quality (TCEQ) for the
Pollutant Discharge Elimination System Permits and Storm Water Pollution Prevention
Plans (SWPPP). The Contractor will file the Notice of Intent (NOI) and the Notice of
Termination (NOT) for work shown on the Contract Drawings in the Right of Way.
Adhere to all requirements of the SWPPP.
C. Work in Waters of the United States. For work in the right of way, USIBWC will obtain any required Section 404 permits from the U.S. Army Corps of Engineers before work begins. Adhere to all agreements, mitigation plans, and standard best management practices required by the permit. When Contractor-initiated changes in the construction method change the impacts to waters of the U.S., obtain new or revised Section 404 permits.
D. Project-Specific Locations. For all project-specific locations (PSLs) on or off the Right of
Way (material sources, waste sites, parking areas, storage areas, field offices, staging areas, haul roads, etc.), signing the Contract certifies compliance with all applicable laws, rules, and regulations pertaining to the preservation of cultural resources, natural resources, and the environment as issued by the following or other agencies:
