About this file

This document contains a question-and-answer file related to the Florida Department of Juvenile Justice's Request for Statement of Qualifications (RFSQ) for Hurricane Debris Removal and Disposal services in Leon County. The procurement seeks qualified vendors to provide professional debris removal, collection, sorting, and disposal services for hurricane-damaged materials, including large and small branches, building materials, leaves, and broken trees, with all materials disposed of in an environmentally responsible manner. Written questions were accepted with a submission deadline of May 22, 2026 at 3:00 p.m., with the Department's responses posted by May 25, 2026 at 4:00 p.m. Sealed qualifications are due June 9, 2026 at 1:00 p.m., with bid opening scheduled for the same date at 2:00 p.m. and agency selection advertisement on June 12, 2026. The evaluation process occurs in two stages: an initial screening worth 100 points assessing debris removal experience, staff qualifications, scheduling and cost control capabilities, information systems, and financial capability, with the top three or more vendors selected for presentations evaluated on an additional 100 points covering references, knowledge, insurance, project staffing, methodology, cost, and scheduling. The contract term is not explicitly specified in the available materials.

The total project budget is approximately $500,000,000, with funds available in the Department's Fiscal Year 25/26 budget and remaining funds expected in FY 26/27. Vendors must maintain a Dun & Bradstreet Financial Stress Class of 1, 2, 3, or 4, professional liability insurance of at least $1,000,000, and provide a reply bond of $1.5 million. Upon contract execution, the selected vendor must furnish a performance bond or irrevocable letter of credit in the amount of $5 million or the average annual price of the contract, whichever is greater. Vendors must be licensed in applicable counties, registered with the Florida Department of State, possess appropriate hazardous waste handling licenses if applicable, and comply with E-Verify requirements and all federal, state, and local laws. No set-asides for disadvantaged enterprises, restrictions on eligible respondent types, or incumbent vendors are identified in the procurement documents.

Question: Please clarify the structure of the $500,000,000 Project budget referenced in Section 2 and Attachment I:

a. Does the $500,000,000 represent the aggregate not-to-exceed contract ceiling across all qualified vendors and all task orders over the full contract term, or does it represent a single-event activation estimate? The $500,000.00 represents a single event estimate only. Pending on the event the budget would be adjusted to cover services needed.

b. Does the Department intend to qualify for a single statewide prime contractor, one prime per DJJ Region (North, Central, South), or multiple qualified vendors awarded on an as-needed task order basis pursuant to §287.055, F.S.? DJJ is looking for at least one prime per DJJ Region. However, Regions such as North and South could have two. One for East and one for the West if a prime cannot cover an entire region.
