About this file

This is a Request for Statement of Qualifications (RFSQ) document from the Florida Department of Juvenile Justice for Hurricane Debris Removal and Disposal services in Leon County. The procurement seeks sealed qualifications from licensed vendors to provide comprehensive debris removal, collection, sorting, and disposal services resulting from hurricane damage, including removal of large and small branches, building materials, leaves, and broken trees, with all materials disposed of in an environmentally responsible manner. Written questions must be submitted by May 22, 2026 at 3:00 p.m., with the Department's responses posted by May 25, 2026 at 4:00 p.m. Sealed qualifications are due June 9, 2026 at 1:00 p.m., with bid opening scheduled for the same date at 2:00 p.m. The agency selection is advertised for June 12, 2026. The evaluation process includes an initial screening worth 100 points based on debris removal experience, staff qualifications, scheduling and cost control capabilities, information systems, and financial capability, with the top three or more vendors advancing to presentations evaluated on an additional 100 points covering references, knowledge, insurance, proposed staff, methodology, cost, and scheduling.

Vendors must demonstrate financial stability with a current Dun & Bradstreet Financial Stress Class of 1, 2, 3, or 4, maintain professional liability insurance of at least $1,000,000, and provide a reply bond of $1.5 million. Upon contract execution, the selected vendor must furnish a performance bond or irrevocable letter of credit of $5 million or the average annual contract price, whichever is greater. Vendors must be licensed in applicable counties, registered with the Florida Department of State, possess appropriate hazardous waste handling licenses where applicable, comply with E-Verify requirements, and demonstrate experience with large-scale debris removal operations. The total project budget is approximately $500,000,000, with funds available in the Department's Fiscal Year 25/26 budget and remaining funds expected in FY 26/27. No set-asides for disadvantaged enterprises or incumbent vendor information is identified in the procurement documents.
