About this file

This is a Questions and Answers document from the Florida Department of Juvenile Justice regarding a Request for Statement of Qualifications (RFSQ) for Hurricane Debris Removal and Disposal services in Leon County. The procurement seeks qualified vendors to provide professional debris removal, collection, sorting, and disposal services resulting from hurricane damage, including removal of branches, building materials, leaves, and broken trees. The contract carries a 3-year initial term with two 1-year renewal options. Written questions were due by May 22, 2026 at 3:00 p.m., with responses posted by May 25, 2026 at 4:00 p.m. Sealed qualifications were due by June 9, 2026 at 1:00 p.m., with bid opening scheduled for the same date at 2:00 p.m. and agency selection advertisement scheduled for June 12, 2026. The evaluation process includes an initial screening worth 100 points followed by presentations evaluated on an additional 100 points for selected vendors.

There is currently no incumbent contractor in place, as this represents a new procurement rather than a renewal. The most recent activation of debris removal services was following Hurricane Milton, which generated approximately 60 cubic yards of debris and cost $23,276.07. Historically, incumbent services have been utilized three times in the previous five years with total payments of $54,068.26. Vendors must demonstrate financial stability with a current Dun & Bradstreet Financial Stress Class of 1-4, maintain professional liability insurance of at least $1,000,000, and provide a reply bond of $1.5 million. Within 10 business days of contract execution, the selected vendor must furnish a performance bond or irrevocable letter of credit of $5 million or the average annual price, whichever is greater. The total project budget is approximately $500,000,000, with funding from Fiscal Year 25/26 and FY 26/27 budgets. Location of the vendor's headquarters will not impact award consideration provided services can be delivered within specified timeframes.
