About this file
This document is a frequently asked questions (FAQ) file with answers related to a Request for Statement of Qualifications (RFSQ) issued by the Florida Department of Juvenile Justice for Hurricane Debris Removal and Disposal services in Leon County. The RFSQ seeks sealed qualifications from qualified vendors to provide professional debris removal, collection, sorting, and disposal services for hurricane-damaged materials including large and small branches, building materials, leaves, and broken trees. Written questions were due by May 22, 2026 at 3:00 p.m., with departmental responses posted by May 25, 2026 at 4:00 p.m. Sealed qualifications must be submitted by June 9, 2026 at 1:00 p.m., with bid opening scheduled for the same date at 2:00 p.m. and agency selection advertisement scheduled for June 12, 2026. The evaluation process includes an initial screening evaluation worth 100 points based on debris removal experience, staff qualifications, scheduling and cost control capabilities, information systems, and financial capability, followed by presentations from the top three or more selected vendors evaluated on an additional 100 points covering references, knowledge of hurricane debris removal, insurance coverage, proposed project staff, overall approach and methodology, cost, and scheduling.
Vendors must maintain professional liability insurance of at least $1,000,000, demonstrate financial stability with a current Dun & Bradstreet Financial Stress Class of 1, 2, 3, or 4, comply with all applicable federal, state, and local laws including E-Verify requirements, and provide a reply bond of $1.5 million. Within 10 business days of contract execution, the selected vendor must furnish a performance bond or irrevocable letter of credit in the amount of $5 million or the average annual price of the contract, whichever is greater. The procurement does not identify set-asides for disadvantaged enterprises or restrictions limiting eligible respondent types. The total project budget is approximately $500,000,000, with funds available in the Department's Fiscal Year 25/26 budget and remaining funds expected in FY 26/27. The specific contract term is not explicitly identified in the available materials.

Question: Please clarify the structure of the $500,000,000 Project budget referenced in Section 2 and Attachment I:
a. Does the $500,000,000 represent the aggregate not-to-exceed contract ceiling across all qualified vendors and all task orders over the full contract term, or does it represent a single-event activation estimate? The $500,000.00 represents a single event estimate only. Pending on the event the budget would be adjusted to cover services needed.
b. Does the Department intend to qualify for a single statewide prime contractor, one prime per DJJ Region (North, Central, South), or multiple qualified vendors awarded on an as-needed task order basis pursuant to §287.055, F.S.? DJJ is looking for at least one prime per DJJ Region. However, Regions such as North and South could have two. One for East and one for the West if a prime cannot cover an entire region.
