The following questions concern the subject RFP MATOC.
Page 10, Proposal Submission, Proposal Submission Instructions, Technical Proposal.
Q: (Page 10) Is there a minimum proposal length?
A: No Page 10, Proposal Submission, Proposal Submission Instructions, Cost/Price Proposal.
Q: Is there a list of all labor categories, including key personnel, or does the offeror develop their own list?
A: Evaluation Factor III (Price) lists positions that offerors are required to provide hourly bill rates for and states, “Offerors may also provide the loaded hourly bill rates for other key positions identified in their proposal.” Note that these are current hourly rates for evaluation pruposes. Future task orders will be competed at that time.
Q: Are offerors required to be direct buyers from AV and Simulation manufacturers?
A: No Q: Is it acceptable for offeror to competitively bid all equipment with multiple AV and simulation vendors prior for every purchase bid and made under this contract?
A: Yes. Each task order requirement will be individually competed.

Title: Upgrade of Five (5) Lecture Halls and One (1) Auditorium Additional Questions concerning task order 0001:
Q: (Site Visit Q&A, Q7) When and where will the GFE list be provided? We need the list to determine what will be reused and what needs to be purchased new, So we need this information in developing the proposal.
A: The GFE is in the SOW Q: (SOW)What are the approximate dimensions of each room?
A: See attached as-builds for approximate dimensions. As-builds do not take into account minor renovations.
Q: (SOW) What size are the existing projection screens?
A: The screens are not being replaced.
Q: (SOW)Without knowing a customer’s budget requirements it is hard to balance what equipment should be reused and what equipment should be purchased new. We won’t know exactly what equipment we will suggest reusing until we get a complete list of material as asked for in Question 1. Upon our preliminary survey and the requirements for a digital HD solution we would probably suggest replacing all of the major equipment with the exception of the VTC CODEC and projection screen. To fully incorporate a digital HD solution requires management of HD embedded data such as HDCP, EDID, and CEC which is not handled by analog switchers and equipment. With this in mind, is there any equipment such as the projectors that we should definitely reuse or is it strictly our choice to reuse equipment we feel could fit into the requirements of an HD Digital solution?
A: The projectors are staying as is the Control system and any other item listed in the SOW. Please read RFTOP SOW for additional details. The SOW lists which type of equipment will need to be included in the new podiums and also what existing (Government Furnished Equipment) will need to be integrated into the new podium.
Q: (SOW)The AMX Control System that is presently in place is somewhat outdated and we would probably recommend replacing it. Could the outdated AMX system be replaced with a Crestron control system, if appropriate? The Crestron Control system would include the same capabilities as the AMX system including a centralized management system comparable to the AMX RMS, but would have the added advantage of incorporating one of the best HD Digital switching and scaling solutions that is presently on the market in their Digital Media line.
A: Your proposal can recommend any solution that meets our requirement.
Q: (SOW)Specifically how many and what type of microphones are needed in each room?
A: Lecture Rooms D and E and the Auditorium currently have receivers for 6 wireless mics. The other lecture halls have two receivers. We need the same capacity and have the microphones be able to have their frequencies changed so we can mix and match the below as necessary. Some examples would be:
a. Wired gooseneck microphone (lectern) Yes 2
b. Wireless lapel microphone Yes 2
c. Wireless Headset Yes 2
d. Wireless Handheld microphone Yes 2
e. Wired Ceiling microphones No
f. Wall plates with selected audio connectors Yes Q: (SOW)Exactly how many and what type of AV sources will there be for each room? Some examples are:
g. Blu-ray DVD Player
h. Dedicated Classroom PCs
i. Laptop PC Interfaces
j. Video Cameras
k. CATV
l. Video Teleconferencing
m. Video/Audio feed from other rooms AV Sources Example Table

A: This information is listed in the SOW.
Q: Do the dedicated Classroom PCs have DVI Video outputs?
A: No Q: Will both digital (DVI, Display Port, or HDMI) and analog VGA connections be required for Laptop inputs.
A: Yes Q: (SOW)Does the auditorium have any special speaker requirements such as stereo or surround sound?
A: The auditorium is set up the same way as the other lecture halls with front and rear speakers that must be balanced for optimum performance.
Q: (SOW)A video feed is required from each room to a centralized management room to allow a USUHS technician to see into the room for troubleshooting purposes.
n. Will it be the responsibility of the contractor to run this cable or is there existing cable all ready ran that could be used for this purpose. We would propose running this video feed over fiber.
o. Will a centralized video switch be required, and if so how big should the switch be to accommodate future growth or connectivity?
p. Will audio also be required to the centralized management room? If we ran HDMI over fiber the audio will all ready be included.
q. What is the distance from each of the rooms to this centralized management room?
r. Is there an existing cable path or conveyance between each of the rooms to this centralized management room?
A: The room must be able to feed the central management room, but will not be connected at this time.
Q: (SOW)What format will the Cable TV be provided: RF, IPTV, etc?
A: It is currently RF.
Q: Are drawings available showing the interconnectivity of your existing equipment?
A: We do not have electronic copies available. Hard copies will be provided to the selected contractor.
