POC:

Michelle Creenan, Contract Specialist, USU

PH: 301.295.3924

micreenan@usuhs.mil USUHS/Director of Contracting 4301 Jones Bridge Road, A1040C Bethesda, MD 20814

Proposal Due Date: April 22, 2010 at 2:00 pm EST

Notes:

See attached for SOW, evaluation factors and proposal submission instructions.

The statement of work below represents the first requirement to be awarded under the resultant MATOC award. The requirement is for the upgrade of five lecture halls and one auditorium.

Offerors will be evaluated on their technical approach/capabilities, ability to meet a August 13, 2010 delivery date and price. Offerors are not required to submit a proposal for the requirement below to be considered for award. However, only proposals submitted by offerors awarded a contract under the MATOC will be evaluated.

The selected contractor will be responsible for upgrading the five (5) lecture halls and one (1) auditorium to the current control systems already installed in the rooms and modifying the existing podiums and equipment racks into a cohesive and efficient system. Contractor should submit a recommended solution that will allow USUHS to take full advantage of the AMX Remote Management System (RMS).

Contractor will uninstall the existing audiovisual equipment from the existing equipment racks and lecterns located in each lecture room and replace them with a custom consolidated Multimedia Lectern. The lecterns should be designed to simplify the use and installation various pieces of equipment required to integrate the classrooms. The following equipment should be integrated into the new lecterns:

- Blu-ray DVD player: for DVD playback of both standard and Blu-ray media
- HDTV capable tuner/modulator: for connectivity to the Government Furnished Equipment (GFE) provided cable TV
-Government Furnished Property (GFP) dedicated classroom computer for presentations
- Multi-format router: for switching of all video and computer sources
- Audio Digital Signal Processing (DSP) system: for room audio, video and audio conferencing capabilities
- Control System Processor and 17” (minimum size) touch panel/computer monitor for use during teaching. Should include a Graphical User Interface. The panel will be required to be able to be used as a control system touch panel and lectern PC monitor. Existing wireless touch panels in the rooms will be required to be integrated into the system.
- Hideaway cable enclosure for connecting and additional laptop computer.
- Video and RGB/computer distribution amplifiers- to send video and computer signals to the room’s (Lecture Rooms C, D, and E) LCD displays. The vendor should make a recommendation endorsing or denying the need for LCD displays in rooms C, D, and E. If replacement is recommended, these LCD displays will replace existing TV monitors.
- GFP VTC Codec in the Lecture Room C and Auditorium
- Existing High-resolution scan converters
- High definition 8-channel Seamless switcher: high resolution digital and analog computer & video up/down switcher. Used to provide a true scaled preview and many effects to include Picture in Picture in computer and video formats.
-Multiple wireless microphones (all in one transmitter/microphone design) to allow the presenter to present/teach and be heard anywhere in the room.
- Audio amplifier: provides amplification of all computer and video sources along with voice reinforcement from the new microphones over the existing speakers.

Contractor will provide and integrate an HD-capable all-in-one pan-tilt-zoom ceiling mounted video camera to allow for video conferencing and streaming along with allowing the ability for USUHS technicians to see into the room for trouble-shooting purposes. New digital cabling will be run to all display devices from switcher/distribution amplifiers due to higher resolving resolutions. Contractor will recommend whether to integrate six new 46” flat panel LCD displays to replace the six in each of the following rooms: Lecture Rooms C, D, and E; or, to simply remove the existing monitors. The university is open to non-replacement if the contractor can show benefit. If it occurs, this replacement needs to include re-cabling for high-resolution inputs.

Work for the project will be coordinated with University scheduling personnel to work around room availability. As classes will be ongoing during the project, rooms will be coordinated to provide the contractor with the maximum amount of time to complete installation in each room; this will include weekends, after duty hours, and normal business hours. Contractor will be required to have all materials ordered and in-hand before project begins to insure that there are no delays due to materials being unavailable. Project must be completed by August 13, 2010. COTR will be responsible for coordinating disposal of existing equipment with University Logistics Department. The contractor should maintain a list of equipment removed and equipment installed.

Existing equipment to be integrated into the new system (unless changed at recommendation of contractor and agreement from USU):

· Extron RGB478xi with AAP openings interfaces

· Analog Way high-resolution digital and analog Scaler / Switcher units

· VTC Codecs in Auditorium and Lecture Room C

· High-resolution scan converters where already installed in rooms

· Existing cabling will be used where possible, but will be replaced with digital cabling in the case of the runs from the display devices to the switcher/distribution amplifiers due to higher resolving resolutions.

The site visit will begin in the Contracting Office, located in building A, room 1040C. The site visit will begin promptly at 10:00 AM EST. Offerors are highly encouraged to arrive at the installation a minimum of 45 minutes prior to the commencement of the site visit to allow for possible vehicle inspection at the main gate and to secure parking.

Evaluation Factors:

A single firm fixed price (FFP) award will be made to the offeror representing the best value to the Government using a tradeoff between price and non-price factors. Award will be made to the offeror whose offer is technically acceptable and whose Technical Approach, ability to meet the requested delivery date and Price are the best value to the Government. All evaluation factors other than price, when combined are significantly more important than price. However, as non-price evaluation factors are rated more equally among technically acceptable offerors, the importance of price increases.

The Government reserves the right to award without discussions.

The Government may reject any proposal that has been determined to be unrealistic in terms of price, when compared to the Government estimate, market research and other offerors. Proposals may also be rejected if the offeror does not display a clear understanding of the requirements or the terms and conditions in their proposal.

Evaluation factors are listed in their order of importance, with the most important being listed first. Evaluation factor I (Technical Approach/Delivery) is significantly more important than Evaluation Factor II (Price).

Factor I – Technical Approach/Delivery:

Offerors will be evaluated on their technical approach to upgrade the lecture halls and auditorium to the current control systems already installed and modifying the existing podiums and equipment racks into a cohesive and efficient system. Offerors must demonstrate their ability to meet an August 13, 2010 delivery date. All work must be completed prior to the students returning from summer break. Offerors must submit a delivery schedule for all deliverables and requirements (equipment, removal, installation, training, etc) stated in the SOW and address how the existing equipment identified in the SOW will be integrated into the proposed equipment. Offerors must provide product literature, pictures and warranty information with their proposal submission.

Offerors must also submit a completed copy of FAR Provision 52.225-6 (Trade Agreements Certificate).

Offerors are highly encouraged to attend the site visit scheduled for April 1st, which will include a tour of the lecture halls and auditorium.

Factor II – Price:

Offerors must submit a FFP proposal for this requirement. The proposal must be itemized for the different positions proposed and include the estimated number of hours and the proposed equipment. Price proposals will be evaluated to determine if the mix of personnel and estimated number of hours is realistic and reasonable and if the proposed price for personnel and equipment is fair and reasonable.

Proposal Submission Instructions:

Proposals shall be formatted as follows and furnished in the number of copies as stated. Each offeror will be required to provide two (2) complete sets (with original signatures) of their complete submission, which will include Technical Proposal and Price Proposal.

Technical Proposal:

In addition, each offeror shall submit five (5) copies of their Technical Proposal, which will address Evaluation Factor I (Technical Approach/Delivery). See the listed evaluation factor for the information requested for performance capabilities.

Price Proposal:

Each offeror will submit four (4) copies of their price proposal. See the listed evaluation factor for the information requested for price proposal.

Proposals will only be accepted by common carrier. Proposals will not be accepted via email, fax or hand delivered. Proposals submitted in this formal shall be rejected.
