About this file

This is a Solicitation Questions and Answers (Q&A) Log for RFQ HTC71126QE118, Bremerhaven Tallying and Checking (T&C) S&RTS contract, updated February 11, 2026. The document does not address specific products or services required, pricing amounts, response dates, or award information, as it functions as a clarification document for prospective vendors.

The Q&A log contains three vendor inquiries with government responses. Question 1 (received February 11, 2026) clarified that quoters are not required to factor Port Tariffs into their price quotations, with an amendment issued to PWS Paragraph 4.5 regarding Commodity Rates. Question 2 (received February 24, 2026) confirmed that all work under the contract must be implemented using local Bremerhaven access permissions and work authorization (Hafenarbeitskarte) for labor compliance with the Port of Bremerhaven's collective bargaining agreement and local regulations. Question 3 (received March 5, 2026) addressed missing sections in the price quote instructions and referenced a "Contractor Cost Breakdown" tab that was not initially located; the government responded by directing vendors to Amendment 0002, which incorporated an updated Statement of Requirements (SOR) with the missing tab included, confirming these sections are applicable to the solicitation.

PROSPECTIVE VENDOR'S QUESTION DATE OF REPLY GOVERNMENT'S RESPONSE AMEND RFQ?

Can you please confirm whether the offeror is indeed required to add the applicable port tariffs in the pricing? My understanding is that this is something that is probably already included in the current S&RTS contract (HTC71121DR007) of Bremerhaven, therefore we would appreciate your confirmation whether this should be factored in the T&C contract (HTC71126QE118).

12-Feb-26 Quoters do not need to factor Port Tariffs in their price quotation.

Please see updated PWS Paragraph 4.5 for further clarifications regarding Commodity Rates.

Yes

Please confirm that all work under this contract should be implemented by using the local Bremerhaven access permission and work authorization to operate on the BLG terminal (Hafenarbeitskarte) for all labor in accordance with the local Bremerhaven collective bargaining agreement outlined in the PWS citation 4.1.2?

25-Feb-26

Yes, based on general regulations and standard practice at the Port of Bremerhaven, all work at the BLG terminals require a local access permit and work authorization (Hafenarbeitskarte) for all labor. Access to this terminal is strictly regulated and subject to compliance with all operational and legal requirements, including tariff regulations. This ensures compliance with local labor and safety standards.

No

We do have a further question regarding this RFQ. In reviewing the Instructions to Offers, section 8 – Part III Price Quote, we noticed that subsections “d”, “e”, and “f” are new additions for this type of RFQ. Additionally, there is a reference to a fourth tab in the SOR titled "Contractor Cost Breakdown," but we were unable to locate this tab in the documents provided. Could you please clarify whether these sections are applicable to this particular solicitation, or if they were included in error? Any guidance you can provide regarding these points would be greatly appreciated.

5-Mar-26 Please see Amendment 0002, which incorporates an updated SOR with the subject tab included. These sections are applicable.

Yes
