About this file

This is a Technical Worksheet template for Request for Quotation (RFQ) HTC71126QE118, which solicits Tallying and Checking (T&C) support services for Stevedoring and Related Terminal Services (S&RTS) in Bremerhaven, Germany, issued by the Department of Defense United States Transportation Command. The worksheet establishes submission requirements and evaluation criteria for quoters responding to this port support opportunity. Quoters must provide substantive responses demonstrating how they will meet minimum requirements outlined in the Performance Work Statement (PWS), with written technical responses limited to 20 pages including all narrative, figures, tables, and appendices directly supporting the evaluation. Responses that merely paraphrase PWS requirements, use generic language, or lack detailed explanations will be considered unacceptable.

The Technical Worksheet contains three mandatory evaluation questions addressing: (1) labor capabilities to provide qualified personnel for port support with flexible scheduling, multiple work sites, and 24/7 contingency operations; (2) tallying and checking procedures including cargo accuracy verification, physical count comparison against shipping documents, damage and pest inspection, and HAZMAT designation verification; and (3) port access documentation requiring valid business licenses or work permits for the prime contractor and subcontractors issued by the applicable Host Nation. Quoters must list all attachments using specified naming conventions with clear references to supporting content. Exclusions from the 20-page limit include cover sheets, tables of contents, government instructions, material handling equipment photographs, HAZMAT certifications, signed self-certified letters, business licenses, and work permits. Failure to complete the worksheet entirely or attach requested documents may result in ineligibility for award.
