Please confirm that floating cranes and mobile cranes are NOT included in the commodity rates defined under Section 4.5.

3/28/2025

NOT included. There is a clear distinction between MHE (PWS section 5.12.3), and Cranes, Mobile Crane Service (PWS section 5.12.5 and 5.12.6. respectfully). The USG will compensate the contractor per heavy lift cranes of equipment of rental (EOR) rates established in schedule 4, line item 386 to 406, under Hiroshima and West Japan tab of the SOR.

Hence, as the offeror understands, the floating crane/mobile crane are NOT included in the unit price of the commodity item, such as schedule 1A through 1F. But other MHE are included, as listed in PWS section 4.5 Commodity Rates.

yes

Could the unit of measure for ESCORT VEHICLE FEE LAW JAPANESE ROAD LAW-Daily Rate be modified from PER Day to EA/DAY (E/D)? 3/28/2025

Concurred. We will need to be change the SOR Unit of Measure from per day to “Each per Day ( E/D)”.

yes

3 3/24/2025

In the modified PWS (Page 69), “Schedule-3B Overtime” has been deleted from Appendix B, Schedule of Rate (SOR). However, SOR itself contains “3B, Extra Labor (XL), Overtime”. 3/28/2025 Updated SOR to match PWS posted on sam.gov yes

4 3/24/2025

In PWS (Page 50) 6.4.7.3 Ordering Extra Labor states “compensation for their personnel shall be equivalent to seven (7) hours per Schedule 2 of the SOR. Overtime pay shall apply when applicable”. However, there is NO such column to enter in Schedule 2 of SOR.

3/28/2025 Updated SOR to match PWS posted on sam.gov yes
