AMEND RFQ?

1 10-Jan-25

In our current PWS has the following 6.4.10.1 Government-Furnished Office space and 6.4.10.2 Government-Furnished Warehouse storage space, but this new PWS 2025-2030 does not have it. I was wondering if we could get that added in the new PWS ?

16-Jan-25 Section 6 of the PWS has been updated to include Government- Furnished Office space and Government-Furnished Warehouse storage space.

Ref New PWS 1.2 Scope of Service Out of all the ports listed on the new PWS Naha Military Port, Tengan Pier, White Naval Base and Aja Commercial port and U.S. military installations on the island of Okinawa, we are able to work all mentioned above except AJA commercial port due to the fact we cannot conduct any work affiliating with the U.S. military, and any other commercial ports.

16-Jan-25 The Aja Commercial Port will remain a part of the Okinawa requirement.

In the PWS under 4.2 Ordering Services it does not specify what the Cut off times that the COR is to give to the contractor pertaining orders and cancellation times.

Current cutoff time is 1500 on our present PWS, but with this it is very difficult tasking out requests for XL & CFE, MHE to multiple locations on the island due to the short notice of 1500. We would please like to request if the OO/COR could give us more advance notice in order to provide our sub contracted trucks to deliver equipment on time for the missions required by the USG and military.

16-Jan-25 PWS paragraph 4.2 and paragraph 5.2.1 have been revised to imclude daily cut off time(s) for ordering all S&RTS.

On the SOR line item 335 container handler 80,000 lbs.

lifting cap. First of all, we do not have this equipment available to us there is only one on the island of Okinawa and it is at the commercial port . This item is not for rental/lease, nor can it be move from location to locations. On the SOR even if we were to have a unit price for this item, it is not allowing us to input on the SOR .

According to RFP page 38 (8) price proposal para. B states if any cells are left blank it will be consider incomplete, is that the reason it was not letting us place a rate. We are also not able to come up with this piece equipment, but have other means of loading containers and offloading containers.

16-Jan-25

REVISED** The Contractor may use the 44t container handler located on Naha Military port, to lift containers over 20’. The contractor also will be allowed to handle container off site and Tangen pier and White beach with combination of 60K forklift and/or crane.

After receiving the updated/revised SOR we noticed 7 entries on the SOR ,but the Unit quantity is 0 zero, if were to place in our rates in it would be 0 zero, rate x 0 is zero meaning would be free to the USG. These are the 12 entries on the revised SOR .

a. Ordering services on our present SOR has it at orders will be ordered day prior NLT 1500 ( 6.4.6) , on the revised/updated one has 1400 thank you for the new more advance time .

b. Cancellations is where we have a concern on the present SOR 6.4.6.1 If Cancellations is made day prior NLT 1500 there will be no charge that we are well aware of , our concern is the example on the updated SOR sent to us

4.2.2 could you clarify for us we would understand if it was 1400 day prior for no charge but the example states for orders requested on Monday for the following day can be cancelled at 1700 the same day this means we cannot task out trucks to ship out forklifts and cranes throughout the island with the fear of being cancelled 3 hours later . Even with the early ordering time this makes more difficult for the contractor, and is this office after hours for the customers to contact the ordering office ?

We were hoping that it would reflect the same as our present SOR, ordering time 1400 day prior and cancellation 1400 day prior.

29-Jan-25

Ordering and cancellations shall be determined within 2 calandar days of the contract award dated. the example in the PWS is mearly an example, therefore the contractor, along with the COR shall establish a daily time to order services for the next work day work and a cancellation time to cancel those services without charge to the USG.

5.3 Trash Disposal Service

On the updated SOR ask per WK and on the PWS states per daily but even with per day causes a problem, we understand when needed we will change out the container when full by request of the COR but this means it is possible being asked to provide a number of trash containers be emptied out per day going in the negative or having us determine a high rate that would cover this order, but we would like to ask please that on the SOR would reflect EA instead of WK or DY which will allow us to place an reasonable rate for the USG.

29-Jan-25

The SOR has been updated to a daily rate.

14 27-Jan-25 Will there would be another extended due date for this proposal?

29-Jan-25 Yes, the proposal submission deadline has been extended to 5 January 2025 at 4:00 pm CT
