JBER and EAFS have equipment to support a Gulfstream-IV aircraft and other aircraft.

An APU cart is available on site. APU Cart is a A/M32A-60 Gas Turbine Generator.

15 PWS paragraph 5.1. 5.1 confirming Eareckson AFB not Eielson? 3/27/2025 Yes, Eareckson AFB (ICAO: PASY, IATA SYA) NOT Eielson or airport code SYA.

16 PWS paragraph 2.8.6.c

2.8.6 C, Are there additional frequencies that may not be covered with our HF system? Is military HF different than civilian HF? 3/27/2025 We do not have a list of frequencies at this time. The frequencies will be provided at time of contract award.

17 PWS paragraph 3.2

Says crew must be available 24/7/365 or just scheduled Mon, Wed, Friday? What type of standby is crew expected to be on during scheduled days off (do we need 4 crew members?) 3/27/2025

Crew members must be available for operations 7 days a week, 365 days a year, including holidays (PWS paragraphs 3.2 and 4.1).

While the typical schedule will follow Monday, Wednesday, and Friday operations (PWS paragraphs 4 and 4.1), changes may occur. Any schedule adjustments require a minimum of 24 hours' notice prior to departure and mutual agreement between the contractor and the appointed PRSC 611th Traffic Management Ordering Officer.

18 PWS paragraph 3.2 Can aircraft be chartered on days it’s not being utilized? 3/27/2025 Yes. See "Note" under PWS Paragraph 3.2.

19 Is there a cost for military landing permits? 3/27/2025 No.

Are the 1090 hours guaranteed to be paid out if the contract under flies that number? 3/27/2025

The contractor will only be paid for the hours that are flown for missions in accordance with PWS paragraph 3.5.

21 PWS paragraph 3.10.

Will timeline of “no later than 60 days prior to start of contract” match up with October 2025 start date? Do you want flight crew and plane in PANC 60 days prior to start date of contract and should that cost be included in the bid? (3.10) 3/27/2025

Cost for mobilization shall not be included in the price proposal. The contractor shall be in place and ready to perform on 1 October 2025.

22 Confirm no cabin attendant or maintenance personnel are required 3/27/2025 The contractor must provide personnel to insure they are able to provide all services required by the PWS. See PWS paragraph 1.0.

23 Can you define a MX delay? Is de-ice or icing considered a MX delay? 3/27/2025 Maintenance (MX) do not include de-icing. De-icing is a weather related delay.

Confirm the only reimbursement for ferry legs is if we leave the ground enroute to your location and you cancel the trip after we’ve departed? 3/27/2025

Ferry leg is not included in accepted flight hours in positioning and depositioning from JBER in accordance with PWS paragraph

3.5. Cancellations are paid in accordance with PWS paragraph 10.1.b. "Should the government cancel a scheduled flight after the contractor’s aircraft has already departed its home base en route to position or has already positioned for a scheduled flight when notice of cancellation is given, the government shall reimburse the contractor positioning and re- positioning costs at the established flight hour unit price using actual flight hours flown (carrier will provide logbook/automated entry times)."

Will our company be considered on an equal basis with companies who are currently on an approved DOD air carrier listing? 3/27/2025 Carriers must be DoD CARB approved at proposal submission. See 52.212-2(c)(A)(iii) on RFP. See answer to Q&A number 1.

Are the previous client questionnaires due before the packet? Is the questionnaire form applicable to our current individual charter clients since we haven’t done government work? 3/27/2025

Past Performance Questionnaires are due on RFP submission deadline date of 14 April 2025. The questionnaire form can be used for non-governmental work that is relevant to the RFP.

27 Are these flights EXEMPT from Federal Excise Tax FET 3/27/2025 These flights are not exempt from Federal Excise Tax (FET) in accordance with FAR 29.201(a)(1).

Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past. 3/31/2025

Please see Question #2 that was posted to SAM.gov under Amendment 1. This RFP is a re-compete. The current Task Order is

HTC71124FC004.

29 PWS paragraph 12 How many flight hours are guaranteed per month?

IAW PWS 4.0 Flight schedules vary from day to day and there is not a guarantee of flight hours per month. Flight hours could change based on weather.

30 PWS paragraph 5 Is there aircraft hanger space at JBER and EAFS?

There is no aircraft hanger space available at JBER and EAFS. For hanger space, seek alternative locations. See PWS paragraph

2.8.2. for overnight stays. See PWS paragraph 3.10. for hangar space.

Is it possible for personnel at JBER to bus to/from the Anchorage International Airport, for the charter? This will be decision made by the mission partner, e.g., weather issues out of JBER but flights possible out of Anchorage.

32 PWS paragraph 5 What is the make and model of the aircraft tow bars at JBER and EAFS?

This to ensure compatibility at each location for our aircraft.

Tow bars are not available at military installations and must be furnished by the contractor.
