The PPQ (Atch_A) states:
“Questionnaires must be returned no later than 31 March 2025 …” The RFP (Instructions page 32 under
(C) PPQ) states “Completed PPQs shall be received by the proposal due date referenced in the solicitation in order to be considered part of the past performance information.”
Recognizing that the offeror does not control our contract references’ schedule, will PPQs received between 31 March and the proposal due date be considered? 3/21/2025
The response date for the PPQ Questionnaires has been updated on Atch 4 of the RFP to match the proposal due date of 12 APR 2025.

Tables 1 and 2 in this section show the minimum passenger load for each flight window. Is it possible to provide offerors with the average or maximum passenger load for these same flight windows for planning purposes? 3/21/2025
Offerors should leverage their expertise to demonstrate how they will meet the minimum requirements.
Technical proposals will be evaluated on an acceptable/unacceptab le basis.

The estimated number of hours in CLIN 0001, 1001, 2001, 3001 and 4001 are all listed as 1,090 flight hours.
However, according to our research, it appears that the current provider is flying less than 50% of that number annually. Can you provide the historical paid hours by month for the last five years? This information is beneficial to assist the Contractors at accurately spreading their fixed costs across the actual paid hours realized. 3/21/2025
Historically, costs were calculated based on mileage. Therefore, historical hours are not available.

For the other than fuel reimbursables, will the government reimburse for deice charges as incurred?
We understand that hangar is unavailable at JBER and uncertain if other facilities have heated hangar. 3/21/2025

In cases of emergency diverts to other locations, government shall reimburse contractors for de-icing costs in accordance with PWS 5.1(a)(xii)
