The Government cannot provide associated copier/scanner supplies type/part numbers and annual supply usage is not tracked.
3Appendix D, Workloadthe workload appears to be near doubled from the past. Does the Government expect it to return to past levels? What caused the workload increase? Was the increase due to delayed/suspension of flights overseas?Reference PWS paragraph 1.,the contractor shall facilitate on-time aircraft departures and maintain the capability to provide sustained Gateway Passenger services for one outbound/originating mission a day, seven days a week, 365 days a year with the reciprocating inbound/terminating missions, and workload associated with any mission delays/aborts, which may create situations where there are two outbound/originating and/or two inbound/terminating missions in a given day. Appendix D provides historical workload data. The Government is unable to discuss previous contract requirements.
4PWS 4.1 Contractor PersonnelHas the previous contractor been able to maintain adequate
staffing? What was the average percentage of proposed staffed vs actual available?This is proprietary information the government is unable to provide.
5PWS 4.11 FacilitiesCan the government provide a POC for the leased office space? Does the Government reimburse the Contactor for the costs of lease/renovations? How does a bidder know, prior to award, what costs will be added to the monthly service CLIN which is FFP?The POCs for leased office space are: Bonnie Darch (Darch.B@portseattle.org)/ Property manager and Facilities and Mr. Tim Toerber (toerber.t@portseattle.org) Airport Operations.

No, the Government does not reimburse the contractor for office space lease/renovations costs.

Any contractor's costs for office space shall be included in its proposal under the Basic Monthly Service CLIN,

7RFPCould the government advise why this solicitation is being solicited early?This solicitation is in line with established Procurement Action Lead Time for a 30 June 2022 estimated award date. The requirements of the current contract have significantly changed, beyond what could have been expected at time of award, and is being resolicited.
8PWS -4.11.1.Provide all office furnishings to include, but not limited to, furniture, equipment, and communications connectivity/hardware.Could the government confirm this is the contractor responsibility? If contractor provided what is included in communications connectivity hardware?Yes, it is the contractor's responsibility to provide all communications connectivity/hardware, e.g. Cables, Power strips, etc.
9PWS - 4.11.2.Provide signage, IAW SEA-TAC rules and regulations, to identify the location of the AMC Passenger Check-in/Military Assistance Counters and the Military Assistance Office.Could the government confirm this is the contractor responsibility?Yes, it is the contractor's responsibility to provide all signage IAW SEA-TAC rules and regulations.

12PWS 4.2. Hours of OperationsStations with passenger activities have a requirement to be open X hours prior to flight. For proposal purposes it’s impossible to provide schedule of hours without some basic flight schedules. For example, the last PWS, Appendix D, listed schedules for arrivals/departures by day of week and times. This was a basis of scheduling staffing requirements and time IAW PWS 4.2What is the schedule of flights for Guam, Japan, and Korea? Station staffing requires reporting to a station X hour prior to flight for international and domestic, and without flight data it would be difficult to schedule employees. Does the Government intend to staff all functions associated with flights 24/7?The schedule for flights to Guam, Japan, and Korea vary week to week. The contractor is required to staff to meet PWS performance requirements IAW PWS paragraphs 4.1. and 4.2.

PWS Appendix D provides historical monthly workload information.

13Is the contractor responsible for loading and unloading the aircraft?The contractor is responsible for onboarding and deplaning passengers.
14PWS 4.9. Phase In/Out.During the phase-in/out period, the contractor shall be fully responsible for PWS performance requirements and cooperate to the extent required to permit an orderly change over to the successor contractor.Could the government clarify PWS 4.9 as the potential awarded contractor is not on board at this time and will have no input on the incumbent during this time.References to the incumbent contractor are applicable to the awarded contractor after the contract performance start date.
15Would the government consider pulling the Continuation of Essential Services Plan from the 10-page technical volume, or conversely increase the technical volume to 15 pages total?The Continuation of Essential Services Plan will remain a part of the Technical Volume requirement, and the Technical Volume page limit will not be increased to 15 pages.
16PWS 4.3.1.The contractor shall ensure all contractor personnel employed to perform contract requirements have a successfully opened Tier 1 Investigation or completed Secret Security Clearance on file in the Defense Information System for Security (DISS) and obtain a Common Access Card (CAC).Question: Could the government clarify if the contractor is required to have a tier 1 investigation or a secret facility clearance or one or the other is sufficient?

Question: If a secret facility clearance is required, will the government accept a interim secret facility clearance?

Question: If a secret facility clearance is required, is proof required at proposal submission or contract award? The contractor shall ensure all contractor personnel employed to perform contract requirements have a successfully opened Tier 1 Investigation or a completed Secret Security Clearance on file.

A DD Form 254 is not required for this contract.

17 Page 2, Paragraph 1.1.1, Page 15, Paragraph 4.3.1 and Page 15 Paragraph 4.3.1.1. Multiple PWS references indicate the need for a “Secret” clearance for certain employees to perform services. The DD Form 254 is also listed in Appendix B Publications & Forms as a governing Guidance and Directives. Question 1. Will a DD Form 254 be issued for this requirement?

Question 2. If a facility clearance will not be required & the DD Form 254 will not be issued, is the government going to perform all necessary DISS actions to include verifying an employee’s current security status, Initiating T3 or T3R investigations/re-investigations and uploading SF 312 Non-Disclosure agreements into DISS? A DD Form 254 is not required for this contract. The reference to DD Form 254 in Appendix B was inadvertent and will be removed in the next PWS amendment.

The Government will not initiate or complete contractor personnel Secret Security Clearance requirements.

18Page 17, Paragraph 4.3.15The NISPOM 5220.22-M has been replaced with 32 CFR Part 117 but both address the need for an FSO who is cleared as part of the facility clearance (FCL) process to be the FSO. The DD Form 441 is issued to cleared contractors as part of the Facility Clearance Process.If the successful offeror will not be required to have a facility clearance will this language be removed from the PWS.Amendment 0002 will contain the updated PWS.

23Contractor PersonnelWhat qualifications are required for managers and supervisors?Under this performance based contract, the contractor (PWS Paragraph 4.1.3.) shall ensure managers and supervisors are qualified for their positions; and, able to read, write, speak, and understand English in order to use technical manuals/references and communicate effectively.

28Page 15, PWS 4.3.1.1Which employees are required to have access to DGSS? According to 4.3.1.1, these employees will need a secret level clearance and all others will only need a Tier I investigation.See the response to question 20, the contractor shall determine the number of personnel required access to GDSS.
29Page 14, PWS 4.2During the pre-proposal meeting, it was mentioned that required hours may change. I have not seen an amendment yet. Could you share what those changes will be?A PWS amendment will be issued which clarifies passenger check-in counter staffing for B747/B777 flights.
30Page 5, PWS 1.2.16.2Are contract employees responsible for loading baggage or just verify that checked and oversized baggage was loaded.The contractor is not responsible for loading checked baggage on board the aircraft, however, is responsible for ensuring all checked baggage has been loaded . Reference PWS paragraph 1.2.13.3. contractor employees shall pre-board car seats to assist families with small children. PWS paragraph 1.2.16.2., refers to those items check by passengers at the aircraft boarding gate, "verify with the AMC Airlift Carrier Ground Representative that gate-checked items were loaded on the aircraft".
31How many terminals are included that contractors are responsible for manning?The contractor shall coordinate with the appropriate AMC Airlift Carrier Ground Representative for the use of six common use passenger check-in counters provided by the carrier in the AMC Commercial Airlift contract.
32It seems the scope of this contract has changed significantly. Please provide the number of Customer Service/Gate Agents currently on the job.This is proprietary information the government is unable to provide.
33What is the current contract value and annual spend plan? Contract award shows approximately 4.3 MIL and there are 1.6 in task orders each year.The current contract award amount is $4.3M for a base year and four Option Years.
