28-May-21 1.) Can you confirm if the contract requires both Stevedoring and T & C requirements?

The Contract is for Tally and Checking services only. Actual loading/unloading of vessels, rail and trucks will be done by the stevedore or longshormen; however, because of the close proximity of some stevedoring functions, some requirements mimic those functions. Table 1 (Cargo Handling (Services) Operations) in section
4.6, of the PWS is merely a table defining activities associated to port operations.
The SOR is divided into different schedules for loading and unloading vessel, railcars and trucks, and termial services associated to port operations.

2.) Attachment 1 PWS Page 30, Section 5.4.6 Tally and checking in North
German Ports indicates the contract will be required to perform documentation services in other German ports (Emden, Hamburg, Rostock).
The SOR is for the Port of Bremerhaven. Please advise if our rates and services are to be valid at other port and the services at the out-ports will be reimbursed based on the rates provided for the Port of Bremerhaven.

The Port of Bremerhaven is the primary port (base) of operations. This requirement has been in previous contracts and remains unchanged. The Ports of
Emden, Hamburg, and Rostock will be considered alternate locations in which the contractor shall stand ready to support; however, pricing shall be for and based on the cost at Bremerhaven.

3.) Attachment 1, PWS, Page 33, Section 4.1.2 Union Agreements and Port
Tariffs. Does the contractor need to submit copes of any union agreements and port tariffs in its proposal or are these documents only required upon contract award?
