TECHNICAL WORKSHEET
SOLICITATION: HTC711-21-Q-R006
STEVEDORING AND RELATED TERMINAL SERVICES
PORTS: BREMERHAVEN, GERMANY (TALLY AND CHECKING)
When completing this technical worksheet based on the posted requirements, the Offeror/Quoter shall assume the Government has no prior knowledge of the Offeror/Quoter experience past or present the Offeror/Quoter may have or performed.
The evaluator(s) will base their evaluation SOLELY on the information presented for EACH question based on the Offeror/Quoter answer given in this Technical Worksheet questioner.
**Submission Rules**
· The Offeror/Quoter proposal shall not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address how the Offeror intends to meet each item in the worksheet in accordance with the PWS. Statements that the Offeror understands, can or will comply with the PWS; statements paraphrasing the PWS or parts thereof, flowcharts simply listing activities related to performance of the PWS; and phrases such as “standard procedures will be employed” or “well known techniques will be used,” etc, without a description/explanation of how services will be performed shall be considered unacceptable.
· The entire submission of this Technical Worksheet shall not exceed 25 single sided pages in length. Page size shall be no larger than 8.5x11 inches.
· Sections 1 through 5 of this Technical Worksheet shall not exceed 25 pages (a single-side is equal to 1-page).
· If more than 25 pages are received for Sections 1 through 5, only the first 25 pages will be evaluated and all other pages will be removed and therefore not evaluated.
· Failure to provide a response to Sections 1 through 5, completing this document in its entirety and failure to attach all requested documentation may result in the Offeror proposal being ineligible for award.

**Technical Evaluation Questions**
1. Labor/Management
1a. Describe, and fully explain your capability to provide tally and checkers within a 24 hour notice, in order to support multiple work sites, reception of cargo by commercial truck and checking cargo on multiple vessels simultaneously.

1b. Describe, and fully explain your plan for addressing labor shortages due to competing requirements “example; commercial “vs” military, and moving from normal work day schedules to working 24/7 for extended period of time, and how you would mitigate those personnel shortfalls.

1c. Describe the each class of labor that makes up your labor pool for tally and checking, i.e., tallymen, drawers, timekeepers, and their supervision structure.

2. Reception and Disposition
2a. The Government requires our Checking and tally contractor to provide proper documentation for receipt and disposition cargo and transfer of cargo around the port. Please explain your business practices with reception, transferring, and disposition of cargo at each phase from staging to stow.

2b. The Government maintains positive control of all cargo being imported and exported, please explain or show evidence of how (based on the requirements) you would maintain control of cargo placed in your care, including tallying, checking and inventory of cargo. If at times it is required on a 24/7 basis, describe how you would provide this service.
3. Vessel Operations
3a. The Government requires its contractor to be flexible in providing service. Can you provide flexible start times for receiving cargo at the port; and starting vessels at odd hours or transitioning from normal work day schedules? Please explain your ability to provide this flexibility of varied start times and describe any impacts to Government.

3b. The Government’s cargo is unique in that it comes in all weight classes, operable and inoperable (wheel vehicles, track vehicles, containers, breakbulk), where working multiple decks is advantageous to the Government Explain your ability to conduct vessel discharge operations, by describing your labor interaction with stevedore contractor to accomplish this task.
4. Truck operations
4a. Explain your capabilities to successfully and efficiently conduct tally and checking; cargo reception and disposition; and security for handling sensitive, classified HAZMAT cargo during commercial truck operations. Describe your management plan to safely document, and handle the Governments cargo per its requirements.
5. Rail Operation
5a. Explain your capabilities to successfully and efficiently conduct tally and checking for rail operations. Describe your management plan to safety load or discharge the Governments cargo per its requirements.
