Factor 3 - Past Performance (Con’t)

• Relevancy

– The Government will perform an independent assessment of relevancy of the data provided or obtained. The relevancy of each contract reference will be considered in the overall confidence assessment rating for the offeror.

• In assigning the relevancy rating for each contract reference, the Government will consider at a minimum:

– Relevant: Transportation of fuel by tug and barge of similar scope, magnitude, and complexity, as identified below.

– Scope: Tug and barge transportation of fuel between all United States ports and points on the United States Coastlines and their connecting waterways, inland waterways, coastal waterways, rivers, and tributaries.

– Magnitude of Effort: Transporting and delivering of approximately 19 million gallons per month with an average of 22 deliveries to multiple locations per month.

– Complexities: Loading, transporting and discharging fuel safely, timely and free of contamination via tug and barge transportation.

• Quality

– For each past performance reference, the performance quality of the work performed will be assessed and shall include the prime contractor’s roles in performance if a subcontractor, subsidiary, or affiliate performed contracted work. The quality assessment consists of an in-depth evaluation of the past performance questionnaire responses, Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), Contractor Performance Assessment Reporting System (CPARS) and/or interviews with Government mission partners.

• As a result of the relevancy and quality assessments of the recent contracts evaluated, offerors will be assigned a single Performance Confidence Assessment rating. The assigned rating will reflect the Government’s overall confidence in the offeror’s ability to successfully perform this effort.

• Past Performance which cannot be validated by a source other than the offeror will not be considered in the Past Performance Confidence Assessment.

• In the case of an offeror without a record of relevant past performance or whom information on past performance is not available, that offeror will receive an overall Performance Confidence Assessment rating of “Neutral Confidence”, which will be considered neither favorably nor unfavorably.

• Record of relevant past performance may be considered more advantageous to the Government than a “Neutral Confidence” rating.

• Offerors receiving a Past Performance Rating of Limited Confidence or No Confidence will not be considered for award.

• Past performance regarding predecessor companies or principal subcontractors that will perform major or critical aspects of this requirement will be weighted the same (equally important) as the past performance information of the Offeror.

• The Government will evaluate the monthly rates and the Total Proposed Price (TPP) to include the base period, all option periods and the six-month Extension of Services period in making a fair and reasonable determination.

– Pricing for the 6-month Extension of Services period will be based on half

(1/2) the Proposed Price of the final option period

• The total cost of each CLIN will be determined by multiplying the number of barges/tows by the number of months multiplied by the proposed monthly rate.

• The total fixed price CLINs are a summation of the total cost of each CLIN, less the reimbursable (T&M) CLINs for the base and all option year CLINs, to include the six month extension.

Factor 4 – Price (Con’t)

• The reimbursable out-of-pocket expense (T&M) CLIN is provided as an estimate reimbursable CLIN.
