RFQ HTC711-20-Q-R006
Terminal Services, Beaumont Texas Question and Answer – Round Three (Questions 1 through 3)
Reference: PWS Section 5, Page 28, Paragraph 5.9.6, 5.9.7, 5.9.7.1
Question #1: Regarding loading and unloading of railcars in Beaumont Texas do the loading commodity rates include lashing / unlashing? Or is the contractor compensated on a man hour basis? Please clarify.
Answer #1: Yes, the loading of railcars includes all the lashing/unlashing, tally and checking, prepping cargo, hanging shackles, blocking and bracing, running cable on the doors, and fixing anything the rail inspectors find wrong with the lashing and/or unlashing. Therefore, the Contractor is not compensated at man hour rates for lashing and/or unlashing.
Reference: PWS Section 5, Pages 33-34, Paragraph 5.27, 5.27.1, 5.27.2, 5.27.3, 5.28, 5.28.1, 5.28.2, 5.28.3.
Question #2: Regarding the Contact Maintenance Team (CMT) referenced in the above paragraphs, we read that for loading and unloading operations, the CMT under this RFQ will be will billed at the commodity rates up to the first 15 minutes.
Answer #2: The Contact Maintenance Team (CMT) is included into all commodity rates associated to the movement of all vehicles.
A) Other than paragraph 5.28.3, are there any other scenarios where the CMT will be billable at the hourly rates?
The only times the CMT will be billed on Extra Labor (XL) is if the COR/OO order support for other than commodity work or if the COR authorizes extra work.
B) Also, we understand the current S&RTS contract is providing PSA services which look to be the same as these CMT services. Is this correct?
The information requested pertains to a separate contract which may be obtained through a FOIA request.
C) And will the current PSA services run concurrently under the duration of this Terminal Services RFQ?
All services outlined in the RFQ will commence on contract start date. Any additional information pertains to a separate contract which may be obtained through a FOIA request.
D) If so, which service takes precedence?

Question #3: In submitting bids via electronic files through email, can and will you accept files accumulated into a .zip file or other grouped compressed file format?
Answer #3: In accordance with the solicitation, “All documents provided by email shall be in English and be in Adobe PDF files except the pricing quote which shall be in Microsoft Excel format with an .xlsx file extension.” Submit all files as attachments to emails rather than a compressed file format to prevent faulty transmission of the attachments.
