TECHNICAL WORKSHEET PROPOSAL

Beaumont, Texas – Terminal Services Contract

Instructions:

When completing this technical evaluation worksheet, the quoter shall assume the Government has no prior knowledge of the quoter’s experience.

The quote shall not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address how the quoter intends to meet each item in the worksheet in accordance with the PWS. Statements that the quoter understands, can or will comply with the PWS; statements paraphrasing the

PWS or parts thereof; flowcharts simply listing activities related to performance of the PWS; and phrases such as “standard procedures will be employed” or “well known techniques will be used,” etc., without a description of how services will be performed shall be considered unacceptable.

The entire submission of this Technical Worksheet shall not exceed 10 pages (a single-side is equal to 1-page).

If more than 10 pages are received, only the first 10 pages will be evaluated and all other pages will be removed and therefore not evaluated.

Documentary evidence (photos) and Material Handling Equipment (MHE) lists will not count against the page limits.

Failure to complete this document in its entirety or failure to attach all requested documentation may result in the quote being ineligible for award.

MHE, Labor, and Overall Management of Operations

A. Describe your capability at each location listed below.

(1) Port of Beaumont: Describe your capability to provide all labor (including labor during a shortage due to competing requirements) and equipment necessary to handle multiple classes of supply and multiple conveyances while conducting terminal service operations within required timeframes listed in the requirement. As an attachment to this worksheet, provide a list of all MHE in your inventory at this port. Also include any equipment that you have the ability to provide for this requirement. If you do not currently have certain equipment, explain how you will obtain it if required. Explain your capability of loading and unloading inoperable or deadline vehicles

(tracked and wheeled) in excess of 150,000 lbs. (70,000 kg) on trucks and railcars.

(3) Describe your capabilities to successfully conduct Stuffing and Unstuffing services without damage and in accordance with stow plans and applicable safety regulations
