Terminal Services, Beaumont Texas Question and Answer – Round One

Reference: General Question Question #1: Can you please provide a copy of the current contract for S&RTS Beaumont, Texas, including all modifications of the rates and requests for modification of rates since inception?

Answer #1: The information requested pertains to a separate contract which may be obtained through a FOIA request.

Reference: General Question Question #2: Can you please provide request for all hardships and the Governments position on all hardships granted or denied under the current contract for S&RTS at Beaumont, Texas?

Answer #2: The information requested constitutes propriety information which is not releasable.

Reference: General Question Question #3: Can you please provide the contract modification to the current contract for S&RTS at Beaumont, Texas allowing the existing contractor to do terminal, rail and truck work for the Government?

Answer #3: The information requested pertains to a separate contract which may be obtained through a FOIA request.

Reference: General Question Question #4: Is the above-mentioned modification to the current S&RTS agreement for temporary services cost plus/extra labor or fixed price or combination? Please clarify and include rates.

Answer #4: The information requested constitutes propriety information which is not releasable.

Reference: General Question Question #5: Can you please provide any and all correspondence between the Government and existing contractor regarding the perspective requirements of the current bid?

Answer #5: IAW Addendum 52.212-1, all questions, including those from the “existing contractor,” are to be submitted in writing to the individuals named on the solicitation. The answers to all written questions are posted publicly to www.beta.SAM.gov for all potential vendors to view. An email will also be sent to all known potential vendors that answers to questions has been posted publicly to www.beta.SAM.gov. USTRANSCOM does not engage in any ex parte communications with any potential vendor, including the “existing contractor” with respect to the solicitation and/or requirement.

Reference: General Question Question #6: As in the past process will there be a second round of bidding?

Answer #6: The Government is accepting Quotes IAW the RFQ. See Addendum 52.212-1 (Instruction to Offerors) and 52.212-2 (Evaluation). Please note IAW RFQ Addendum 52.212-2 (d) The Government intends to evaluate Quotes and award a Single IDIQ Contract without requesting or accepting revised quotes. Therefore, the Quoters will be advised that their initial quote should contain the most favorable terms and reflect its best possible performance potential.

Answer #7: Please see response to Question #6 above.

Reference: Section 6.5.1.2. Page 39 of 66, Paragraph Only 1 paragraph in this section Question #8: Regarding the requirements for inspecting the rail cars, does this include below deck mechanical inspections normally performed by the railroad personnel, such as cushions, brakes, suspensions etc., or does this section only pertain to deck only inspections, i.e. wood, chains, etc.?

Answer #8: The Contractor is expected to inspect the deck area, side rails, of the rail car. The inspection is for tight type of chain/hook, make sure there are enough chains per rail car, and that all the turn buckles, or blocks are working. The Contractor is expected to also look for protruding metal that may cause damage to tires, like nails, or welded steel plats sticking up, and remove any trash or debris from the cars. If there is anything really obviously damage to the car, or if it's just the wrong type of car for what they intended to load.

Question #9: The quantities indicated in this section seem unreasonably low. Could you provide some commentary on how the Military came up with these estimates which do not match the current cargo projections that have been sent through the Port of Beaumont?

Answer #9: The attached SOR reflects the estimated quantities for each period of performance.

The base period is expected to be from 24 February 2020 through 02 April 2020. Option periods, if exercised, are on a monthly-basis.

Reference: General Question Question #10: Regarding loading and unloading of railcars in Beaumont Texas do the loading commodity rates include lashing / unlashing? Or is the contractorcompensated on a man hour basis? Please clarify.

Answer #10: Lashing/unlashing is inclusive of the commodity rates for loading and unloading therefore will not be compensated an a man hour basis.
