About this file
This pre-proposal presentation outlines requirements for scheduled fuel barge transportation services in the Atlantic region. Offerors must provide tug and barge transportation of fuel between United States ports and inland waterways to deliver approximately 19 million gallons per month. The solicitation seeks proposals due by May 13, 2019 to award a contract for base and option years totaling five years, with a potential six-month extension. Offerors will be evaluated on business proposal compliance, use of U.S. shipyards, equipment capabilities, management approach, and past performance. Price will also be considered in a best value determination, with past performance approximately equal to cost. Awards are scheduled for July 31, 2019 to begin performance November 1, 2019. The Transportation Command seeks safe, timely and contamination-free deliveries.

Proposal Evaluation
Evaluation Process
• The Government intends to award a contract to one responsible offeror as a result of the solicitation.
• The Government will utilize Best Value, Performance Price Trade-Off (PPTO) source selection IAW FAR Parts 12, 15.101-1 and Department of Defense (DOD) Source Selection Procedures, and the trade-off procedures identified.
• This may result in an award to a higher rated, higher priced Offeror, where the decision is consistent with the evaluation factors and the Source Selection Authority (SSA) determines that the superior past performance of the higher priced Offeror outweighs the cost difference.
• The Government will not pay a price premium that is considers to be disproportionate to the benefits associated with the proposed margin of service superiority.
Evaluation Process (cont.)
– Evaluation Factors
• Factor 1. Business Proposal
– Subfactor A – Proposal Compliance
– Subfactor B – Use of U.S. Shipyards
• Factor 2. Technical Proposal
– Subfactor A – Equipment
– Subfactor B – Management of Operations
• Factor 3 Past Performance
• Factor 4 Price
• Relative Order of Importance
– Offerors' past performance will be evaluated on a basis approximately equal to cost or price considerations.
– Business Proposal and Technical Capability Proposal subfactors are rated on an
Acceptable/Unacceptable basis.
– Price is evaluated but is not rated
Business Proposal Factor 1
• The Government business evaluation team will evaluate the business proposals at the subfactor level on an acceptable/unacceptable basis as defined below. Proposals with “Unacceptable” business proposal rating(s) at the subfactor level will not be considered for award
Business Proposal Factor 1
• Subfactor A: Proposal Compliance
– To be rated acceptable, the proposal must include all documents and information required to be submitted under the Proposal Preparation Instructions in the solicitation
• Subfactor B: Use of U.S. Shipyards
Technical Proposal Factor 2
• The Government technical evaluation team will evaluate the technical proposals at the subfactor level on an acceptable/unacceptable basis as defined below. Proposals with “Unacceptable” technical proposal rating(s) at the subfactor level will not be considered for award.
• Subfactor A: Equipment
• Subfactor B: Management of Operations
• To be rated Acceptable, the offeror’s proposed approach demonstrates the necessary managerial and supervisory ability of key personnel, staffing, training, operational controls, lines of authority to interface with the Government in order to successfully maintain or exceed customer expectations and identify and correct problems
• The offeror’s Quality Control Plan (QCP) outlines the company’s concept of operations and includes its skills and capabilities and how it intends to meet the performance objectives.
Past Performance Factor 3
• Recency
• The Government will first evaluate the recency of past performance information (currently being performed or was performed within the last three (3) years from the date of solicitation issuance). Past performance information submitted which exceeds the three (3) year limit will not be considered
• Relevancy
• The Government will perform an independent assessment of relevancy of the data provided or obtained. The relevancy of each contract reference will be considered in the overall confidence assessment rating for the offeror.
• In assigning the relevancy rating for each contract reference, the Government will consider at a minimum:
– Relevant: Transportation of fuel by tug and barge of similar scope, magnitude, and complexity, as identified below.
– Scope: Tug and barge transportation of fuel between all United States ports and points on the United States Coastlines and their connecting waterways, inland waterways, coastal waterways, rivers, and tributaries.
– Magnitude of Effort: Transporting and delivering of approximately 19 million gallons per month with an average of 22 deliveries to multiple locations per month.
– Complexities: Loading, transporting and discharging fuel safely, timely and free of contamination via tug and barge transportation.
• Quality
– For each past performance reference, the performance quality of the work performed will be assessed. The quality assessment consists of an in-depth evaluation of the past performance questionnaire responses, Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), and/or interviews with Government mission partners
• As a result of the relevancy and quality assessments of the recent contracts evaluated, offerors will be assigned a single Performance Confidence Assessment rating. The assigned rating will reflect the Government’s overall confidence in the offeror’s ability to successfully perform this effort.
Price Factor 4
• The Government will evaluate the monthly rates, the tankerman rates, and the Total Proposed
Price (TPP) to include the base period, all option periods and the six-month Extension of Services period in making a fair and reasonable determination.
– Pricing for the 6-month Extension of Services period will be based on half (1/2) the Proposed Price of the final option period
• The total cost of each CLIN will be determined by multiplying the number of barges/tows by the number of months multiplied by the proposed monthly rate.
• The total fixed price CLINs is a summation of the total cost of each CLIN, less the reimbursable CLINs for the base and all option year CLINs, to include the six month extension
Price Factor 4
• The reimbursable out-of-pocket expense CLIN is provided as an estimated cost reimbursable
CLIN.
– The total reimbursable out-of-pocket CLINs is a summation of the reimbursable CLIN for the base year and all option year CLINs, to include the six month extension.
• The Offerors TPP is a summation of the total fixed price CLINs and total reimbursable out-of pocket CLINs. The TPP does not include the additional Tankerman expense rate.
