RFQ QUESTIONS AND ANSWERS (ROUND 1)
HTC711-18-Q-R018 Rotterdam, Netherlands
1. QUESTION: Can you extend the RFQ Due Date?
ANSWER: An amendment will be forthcoming extending the due date to 10 Sep 2018.
2. QUESTION: Can we submit quotes using Euros as opposed to Dollars?
ANSWER: The Government requirement is for the quotes to be submitted in U.S. Dollars.
3. QUESTION: What are the (approximate) dimensions of the 'whole aircraft ' or 'complete fuselage' and what are the maximum weights of these items?
ANSWER: A whole aircraft is referring to an operable Helicopter or Marine aircraft. In almost all cases the aircraft will be handled by the aviation units. Contractors generally help in lashing down the aircraft and supplying supporting equipment like Tugs or crane trucks. Average dimensions would look like L700" X W86" X H120".
4. QUESTION: What is the maximum weight handled, both lolo and roro?
ANSWER: The contractor is expected to be able to drive, tow, dray, lift, or drag vehicles up 160,000lbs.
5. QUESTION: What is the required operating draft of the vessels?
ANSWER: The biggest vessel, an LMSR Max draft fully loaded 35 feet/11.5m a commercial car type vessels max draft is 38.3ft or 12.5m.
6. QUESTION: Is it possible to provide vessel names, purely as examples?
ANSWER: LMSR - USNS, BOB Hope, or Watson Commercial car carrier maybe the ARC or Liberty vessels
7. QUESTION: How are the vessel agency services arranged, through a separate agreement?
ANSWER: Additional vessel services (husbandry services) are arranged through the vessel agents.
8. QUESTION: Explain on the term 'Reception' (Schedule 1C). Is this synonymous with discharging (e.g.
ex rail or truck).
ANSWER: The term reception is two-fold; first, it’s part of what the contractor will do when unloading trucks, or rail, at that point it is inclusive in the commodity rate for off-loading cargo from rail or trucks.
The second part of the reception schedule 1C, this is if a military convoys entering the port. The contractor will receive and document the cargo, which is generally supplied in labor is checkers and maybe spotters. Usually military drivers will drive the take the cargo to the staging lot. The same, but in reverse for disposition.
9. QUESTION: Explain what should be included under 'Dispostion' (Schedule 1 C)?
ANSWER: The same as above but in reverse for disposition. “Disposition” is the Governments way of saying port clearance.
