General
Due to the US Dollar currency rate fluctuation, Is it possible to have the contract in Omani Rials as all payments to suppliers and/or subcontractors are in Omani Rials?
Intention is to evaluate, award and pay in USD($) due to quirks of the payment system. Cursory review of 5‐year historical flucuation shows that on 2/20 (2012) 1 OMR = 2.5903 USD, (2013) 2.5927, (2014) 2.598, (2015) 2.597, (2016) 2.599, and
(2017) 2.5978. Based on 2014 ‐ 2017, no changed warranted at this time.
PWS 6.1

OMAN S&RTS ‐ HTC711‐17‐R‐R005 Q&As
PWS 5.4.3
Rates shall include mobilization/demobilization costs. Certain equipment might not be available in
Duqm and Salalah but would need to be mobilized from
Muscat. This considerably increases the
'per hour' and 'per day' charges. We request to quote 'hourly' and 'daily' charges excl. of mobilization
Since mobilization is generally a fixed fee and can easily be spread into a per hour or per day charges, we usually don't allow for separate charging since this requirement applies to all offerors. Intention is to capture all costs related to a specific service in a single line item. We wouldn't expect that every offeror can offer the same services at the same prices, so if one offeror has equipment onsite at a given port and another does not, we'd certainly expect those prices to reflect that circumstance but cannot prevent each offeror's competitive advantages. Price is evaluated in a heirarchy of total price > schedule price > individual rates, so a "considerably" higher price on a select set of line items, especially if that line item includes remarks stating that mobilization is substantial due to distance, does not prevent the total price from being capable of being found fair and reasonable and, again, applies to the evaluation of all offerors. Overall, how to price mob/demob is a business decision for each offeror to make.
PWS 6.17

On site cancellation or deviation of Inland Transportation is stated as being reimbursed only for 0 ‐ 50 KM tariff band.
Please confirm that if distances for Mob/Demob/Deviation of
Inland Transportation are in excess of 0‐50 km then Contractor can be reimbursed accordingly.
See answer to question 10.
PWS 6.16.1
Please clarify as to USG not paying for shifting of Commercial
Cargo/Obstacles in Port for the creation of a Staging area. The
Omani port in question are primarily Merchant during day to day activity, therefore there could be a lot of commercial cargo to relocate in order to create a free space on behalf of the USG. Location and volume of Merchant Cargo in the port is not under the control of Contractor so we would appreciate some consideration for recharge of the necessary MHE and
Labor to the USG if costs incurred.
If we dictate to the port that we want a certain location on the port and if there are obstacles (i.e. cargo, vehicles, containers and so forth) then the USG will pay to have it removed.
Compensation will be as per Schedule 2‐ Extra Labor and
Schedule 4‐ Equipment. Compensation for staging area will be as per Schedule 6.
If the USG asks the port of Salalah that we need a space on the port to store cargo and they dictate the location. No cost to
USG.

PWS 6.16.1.8
Given the variation in distances from source to the Ports and inland locations required for deployment of the Light Sets, would it be possible to specify a separate Mob/Demob rate to the actual Hir rate of the units?
Mob/Demob rates are included in price and the light sets should be sourced by the nearst location.
PWS 6.16.2.8
This item (radios) is available in Omani Ports but the Licensing fee for Radios is on an annual per‐Port basis and is a disproportionately high amount that will distort pricing figures. Would it be possible to recharge the licensing fee as

Schedule 6?
Licensing fee if applicable would be paid as OOP when services are requested. Proposed unit price should include only rental of actual radio unit.
PWS 6.16.2.10

CLIN in Schedule 8 of the Pricing Schedule.
