Pre-solicitation notice of Category (CAT) A international cargo service.
Description
This is a presolicitation notice for U.S. Transportation Command’s (USTRANSCOM) upcoming requirement to procure international and domestic commercial air cargo CAT A Service for less than full plane loads to users authorized by United States Transportation Command (USTRANSCOM). CAT A service is limited to the movement of regular and recurring hazardous, refrigerated/cold chain (perishable), life and death, narcotics, and other regular/recurring cargo shipments. This service includes time-definite, door-to-door pick-up and delivery, transportation, Intransit Visibility (ITV), Government-Approved Third Party Payment System participation, and expedited customs processing and clearance of less than full plane loads. Please see attached Performance Work Statement (PWS). The period of performance will consist of a one-year base period and four one-year option periods commencing on 1 April 2018, and one six-month option to extend service.

Set-aside Status
Interested offerors must participate in the CRAF program and maintain CRAF status throughout the duration of the contract. A class Justification and Approval (J&A) document encompassing this program, which authorizes other than full and open competition was approved on 3 March 2016. The Government intends to award a multiple-award IDIQ contract with a performance period inclusive of a one-year base period and four one-year option periods commencing on 1 April 2018. The Government reserves the right to award one contract to small business if the small business participates in CRAF, is responsible, and awarded rates are at a fair market prices.
