SOLICITATION HTC711-16-R-R015

Questions/Answers

Question 6: On Question Number one (of Q & A) the response on the issue of at least 5 aircraft flying simultaneously was that it was “unlikely”. Actually this is routine for many times during the year. Will you issue a different response, so that all potential contractors know that this is a likely scenario at least for a dozen times a year, and that not being able to provide the aircraft and crews simultaneously could have a severe impact on Fleet Operations?

Answer 6: The answer provided to Question 1 was based on one aircraft of each requirement (one 3 passenger helicopter, one 5 passenger helicopter, one light drone recovery, one heavy drone recovery, one 4 passenger fixed wing and one 8 passenger fixed wing). However, multiple aircraft flying on the same requirement for a large operation is definitely possible. Multiple aircraft flying on one or two requirements is common.

Question 7: Since the necessary input to answer the Cyber Security Questionnaires/Checklists are quite lengthy, will you consider a two to three week delay in the Solicitation Closing date, in order to comply with the NIST requirements, and submit the documentation?

Answer 7: Amendment 0003 extended the solicitation closing date 1 July 2016. Please note that Amendment 0002 was not issued due to administrative issues.

Question 8: Is there a current incumbent on the Pt. Mugu Logistic Aircraft & Drone Recovery Service program? If so are you at liberty to tell me the type of aircraft currently being used?

Answer 8: Yes, Aspen Helicopters, Inc. is the incumbent. We cannot disclose the type of aircraft that is currently being used. If you have specific questions about our requirements that would be helpful in selecting aircraft, you can submit those through the Question and Answer process.
