SOLICITATION HTC711-16-R-R015

Questions/Answers

Question 1: Do you foresee a time when all five aircraft are flying simultaneously? If the answer is less, can we use the same flight crews to fly different aircraft on different days?

Answer 1: Although unlikely, it is possible that all five aircraft would be used simultaneously.

Question 2: The helicopters listed in 1.3.1.2.1 and 1.3.1.2.2 are very similar in performance/requirements. Does this contract require both aircraft simultaneously or would the aircraft listed in 1.3.1.2.2 be able to perform the mission of 1.3.1.2.1?

Answer 2: It is a pretty comon scenario to have both flying. If the contractor wanted to substitute one aircraft for the other (more specifically the more expensive aircraft for the less expensive aircraft) they would need customer buy in or charge the less expensive rate for the five passenger helicopter if the smaller helicopter is required.

Question 3: As the prime, we do not currently hold a facility clearance. Our personnel hold active SECRET and TOP SECRET clearances in JPAS. Would we be able to use a team mate’s facility for processing SECRET material until we get ours?

Answer 3: Companies who have lost their facility clearances must withdraw their personnel from JPAS.

Question 4: Is CARB required prior to award, or is it required at time of submission?

Answer 4: As stated in Addendum to FAR 52.212-2, Evaluation – Commercial Items, paragraph (a)(2), (Page 34), Pursuant to 32 CFR § 861.4, the offeror must be a DoD approved air carrier for the aircraft offered at the time of proposal submission.

Question 5: Does the rotary and fixed wing portion of the contract need to be bid on together?

Or can a vendor bid on one a portion of it (i.e. the fixed wing service).

Answer 5: As stated in Addendum to FAR 52.212-1, Instructions to Offerors – Commercial Items, paragraph (h), (Page 33), The Government intends to award one Requirements contract as a result of this solicitation. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than specified. …
