SOLICITATION HTC711-16-R-R015

Questions/Answers

Question 10: Would it be possible to submit our Part 135 Ops Specs, Part D for aircraft listing after the award? Right now we do not have all the types of aircraft that we are proposing listed on Part D, but would be able to after award.

Answer 10: No. Complete proposals shall be submitted by the solicitation closing date/time.

Question 11: Do we need to add a block for the 6 month extension, since the TEP will be based on the 5 years total plus the possible extension. I don’t know where to put those numbers (1/2 of the hours, based on Option Year 4 Pricing.) Or is Attachment 4 sufficient as is?

Answer 11: Attachment 4 is sufficient as is. Per Addendum to FAR 52.212-2, Evaluation – Commercial Items, paragraph (a)(5) Price Factor, “… The Government will calculate a Total Evaluated Price (TEP) for each offeror. The TEP will be the summation of the EST AMOUNT for each CLIN, excluding reimbursables, plus the amount for the six month extension calculated in accordance with FAR 52.217-8, Option to Extend Services. Consistent with FAR 52.217-8, Option to Extend Services, the 6-month extension will be evaluated using the UNIT PRICES included in Option Year Four. …”
