QUESTIONS & ANSWERS #5
24 May 13 Solicitation No. HTC711-13-R-R007
Afghanistan Transportation Network (ATN)
U.S. Transportation Command (USTRANSCOM) Requirement
Q.1. Per the solicitation both subcontractors and the prime contractor need to be registered in SAM and JCCS. Our research indicates that nearly all the subcontractors working in the transportation sector are unable and don’t know how to register their companies in the websites. Can the USG eliminate this requirement?
A.1. No, the Government’s requirement remains unchanged.
Q.2. With regards to the ITV plan and air time agreement, is the requirement something that can be accomplished after the contract is awarded? We have a company in mind, whom currently does not have this capability but if chosen for award would accommodate the requirement? In our opinion there is no point paying for something until the contract is awarded.

ITEMS (FEB 2012)
A.2. Addendum to FAR 52.212-1(12)(c)(2)c. requires the offeror to submit a plan for ITV. The plan shall identify the transponders proposed for use. It shall also include a copy of the proposed agreement with the transponder/airtime provider. The offeror is only required to submit a “proposed” agreement and not a firm, fully executed agreement.
Q.3. Per Solicitation Section H-9, paragraph V. The solicitation asks for banking information for each subcontractor. Is this a requirement for Afghan-American owned companies with bank accounts in both the United States and Afghanistan? If so, is the banking information required for both the US bank and Afghanistan bank?
Ref: Solicitation, SPECIAL CONTRACT REQUIREMENTS
A.3. If the subcontractor is a host-nation subcontractor, then the offeror shall provide the required banking information. A subcontractor is a host-nation subcontractor if the firm is owned by an Afghan citizen who holds 51% or more interest in the business, as indicated oin their licensing documentation, consistent with Special Contract Requirements, H-2.3.
Q.4. Is the $55M (USD) for one region or the entire contract?
A.4. The $55M noted in the CONTRACT MINIMUM/MAXIMUM section of the solicitation is inclusive of all regions.
