30 May 13 Solicitation No. HTC711-13-R-R007
Afghanistan Transportation Network (ATN)
U.S. Transportation Command (USTRANSCOM) Requirement
Q.1. Per the instructions for delivery of responses to HTC711-13-R-R007, “Mailed proposals shall be sent to “USTRANSCOM/TCAQ-R, ATTN: Tom Eslinger and Jason
Logsdon, 508 Scott Drive, Scott AFB, IL 62225-5357. Will Federal Express packages be accepted at that address or if the packages had to be mailed using USPS?
A.1. The base postal system accepts Federal Express, UPS, DHL, ans USPS mailed packages. However, courier service deliveries are not acceptable as standard protocol and does not allow couriers access to the installation without prior coordination. If using a courier service, offerors shall ensure that the courier delivers to the Visitor Control Center at the date/time specified in the solicitation.
Q.2. What is the current due date for the solicitiaton?
A.2. Per Amendment 003, the proposal due date was extended until 06 June 13.
Q.3. In response to question #3 in Q&A #5, the Government requires a complete response to H9/H10 which is part of Volume II, Technical. Since a complete response to H9/H10 includes pricing information we respectfully request that the Government requires this information as a NTP deliverable rather than as a submission with the proposal. If the Offeror submits this information with our Technical proposal we will be non-compliant to RFP terms which states that no pricing information shall be included in the
Technical Volume.
If the Government will not remove the requirement as suggested, can the
Offeror submit the data for H9/H10 paragraph (a)(1)(i) to (viii) in Volume
I, Business Proposal as an Attachment? This will mitigate non-compliance.
Further, the inclusion of this information could be several pages long and would cause the Offeror to exceed the page limit for Volume II Technical.

A.3. The solicitation indicates that the information for H.9 is to be submitted with Volume I, Business
Proposal (Addendum to FAR 52.212-1 (12)(c)(1)(b)(v). The contractor management plan which is part of
Volume II does include a section on “compliance with paragraph H-9 and H-10” (PWS para 7.7.3.1);
however, 7.7.3. states that the contractor shall “describe the steps that shall be taken to ensure….” The offeror is not required to provide the information from H.9 in the technical proposal.
