QUESTIONS & ANSWERS - 1
Solicitation No. HTC711-13-R-R002 National Afghan Trucking II (NAT II)
U.S. Transportation Command (USTRANSCOM) Requirement
1) Question- It is mentioned that there are 700 possible locations within Afghanistan and transportation is required for all three Suites. How do I put in a price for each location?
Answer- Section G: Solicitation Attachment 1 – Schedule B, Unit Price List pg 58. Use the information in Attachment 2 (PWS) section 5.2.4.1.5. Mission Units (MUs): A mission unit is a 25 km increment.
All missions ordered under this contract are paid based on the number of mission units between the origin and destination assigned by the USG and annotated on the mission sheet. The designated MUs represent the road distance in kms between the origin point and the destination point rounded-up. The allocated MUs represent the only payable road distance calculation for that mission. The missions are firm-fixed price orders against the contract and therefore the Government shall not pay or recoup any differences in price due to differences in the MUs originally designated and the actual MUs traveled during execution of the mission. Any disagreement with the distance calculation is waived by the contractor upon acceptance of the mission. So when entering a mission unit price for each asset the amount you enter will be the amount to move asset for 25 kms.
2) Question- We are interested in working with you and would be happy if you would register us in your vendor list.
Answer- We do not maintain a vendor list for future requirements. Solicitations for requirements will be posted to Federal Business Opportunities (www.fbo.gov) and/or the Joint Contingency Contracting System (JCCS) [https://www.jccs.gov/OLVRCAC/bta_jccs_login.aspx].
3) Question- Please send us the solicitation for National Afghan Trucking II so we can start bidding.
Answer- Please refer to the National Afghan Trucking II Solicitation and all six of the attachments that were posted on 7 FEB 13 to Federal Business Opportunities www.fbo.gov and/or the Joint Contingency Contracting System (JCCS) https://www.jccs.gov/OLVRCAC/bta_jccs_login.aspx. In the solicitation, the Proposal Preparation Instructions are located under Addendum 52.212-1 on page 54. The Evaluation Factors are located under 52.212-2 on page 61.
4) Question- Understanding the contract is a LPTA bid, how will the Government ensure that an offeror is not submitting an urealistically low proposal?
Answer- Please see section 52.212-2 (g) (1) Under Factor 2 Cost/Price -Each offeror’s proposed prices will be evaluated for fairness, reasonableness, and realism IAW FAR 15.305(a)(1) using one or more of the techniques set forth in FAR 15.404-1(b)(2).
5) Question- On the topic of licensing in the PWS. Does our current AISA license that lists "Logistic
Services" suffice or do we need the MoT License and Transit and Freight Forwarding Company License as well per paragraph's 4.2, 4.2.1, 4.2.2, and 4.2.3?

6) Question- Will the contractor provide private security on a convoy or will there be a separate security contract awarded to security company?
Answer- Please see Attachment 2, the PWS, page 26, Sections 5.2.4.12 Security Requirements- The contractor shall ensure that all missions have security support, unless otherwise specified by the USG:
5.2.4.12.1. PSC Security
5.2.4.12.2. GIRoA Security
5.2.4.12.3. USG Security
5.2.4.12.4. No Security
7) Question- What does EFT mean?
Answer- Electronic Funds Transfer.
8) Question- Attached to this email are all of Our Bid Documents for this Subject Solicitation. We are interested in bidding on this contract.
Answer- Please do not send documents by email in response to the NAT II solicitation. The information for the correct way to submit a proposal is located in the addendum to 52.212-1 in the solicitation starting on page 54 listed under (12) PROPOSAL PREPARATION INSTRUCTIONS.
9) Question- Our Company was a provider for the Host Nation Trucking (HNT) contract, however, our proposal for NAT I was considered as a nonresponsive. Would our offer for the NAT II project be considered to be non-responsible without consideration of the proposal?
Answer- The FAR provision at 52.212-1, Instructions to Offerors-Commercial Items, the addendum to 52.212-1, and the FAR provision at 52.212-1, Evaluation-Commercial Items identify the information that the offeror is required to submit for a proposal and identify how the Government will evaluate offerors.
10) Question- In the section (c) Proposal Content of the solicitation under (1) Volume I- Business
Proposal, there is no "Section E" as it goes from Section D to Section F. Is this a typo?
Answer- Yes, this is a typo and will be corrected via an amendment to the solicitation.
11) Question- According to the solicitation documents, proposal must be submitted in hard copies to
Scott AFB, IL, in the United States of America. Taking into account the unreliability of postal services in Afghanistan, it will be difficult for Afghan companies to ensure the documents reach you on time. Would it be possible to revise the submission location to Bagram Air Field, Phoenix camp in Kabul or any other base of the US army inside Afghanistan?
Answer- While we understand the difficulties that can sometimes occur with the postal service, it is a requirement that the proposals are received by this office in hard copy format. Please allow enough time, when mailing to ensure your proposal is received at the address indicated on pg 55 of the solicitation in addendum to 52-212-1 section (a) (3).

12) Question- The solicitation documents stipulate the requirement for Ministry of MOI license for private security companies. However, the government of Afghanistan has formally dissolved almost all PSCs and plans to introduce APPF for convoy security, though it may take time. How this dilemma could be solved?
Answer- We are currently working to obtain the appropriate answer for this question and it will be addressed once the information is received.
