# RFP Para # Industry Questions/Comments US Government Response
9 General Question
As we are inputting rates into CARE, we've got a couple of questions on "Accessorials" that need to be clarified, please: 1.) CBCA Handling Aqaba and Jebel Ali, 2.) Intermediate Port Stop Could you please help us understand what they are?
Amendment 4 ‐ Removed accessorial.
10 General Question In Care we have located a request for rates for Intermediate port stop / CBCA. Can you advise language in the RFP to explain how this is applied?
Amendment 4 ‐ Removed accessorial.
13 General Questions Tank Cleaning / Purging rate requirement in Care is not operationally defined in the RFP. Can you advise operational details?
PWS Section 3.A.21 addresses tank cleaning/purging requirement.
14 General Questions
In reviewing USC 07 requirements in CARE system I noticed that you are soliciting container & break‐bulk rates. For route 60AB USEC/Ascension Islands. In our conference Dec 16 you had advised that since this route was a dedicated contract that rates would not be sought for the same route in USC 07. Please review this matter and advise.
Cannot remove CLINs because Zone Ascension Island includes Saint Helena.
38 PWS, 6.D
USC carriers will not know the new Afghan Security rates until March 20, 2012, well after the USC‐7 submission date. Clearly, we cannot populate CARE with our USC‐7 security rates until we know what our costs are going to be. Should we submit estimated placeholder rates and then reopen CARE for actual security rates in April? Our estimate is that this APPF transition will impact ~330 USC‐7 security rates.
Amendment 4 ‐ The Afghan Security Rates were removed from RFP 0012 and moved to a separate RFP, which will open at a later date. This RFP will also include the PAKGLOC linehaul rates.
40 General Question
Just wanted to remind you that USC carriers will not know the new Afghan Security rates until March 20, 2012, well after the USC‐7 submission date. More information on the APPF transition is below and contained at the following website:

95 Exhibit 1 When will the Information Assurance & Industrial Security contract language be released/posted as part of the RFP?
Amendment 6 will include PWS language.
96 Exhibit 1
Addenda to FAR Provisions, page 3 of 9, Para (iv). “Offerors shall provide a plan that describes the offerors strategy for implementation of Information Assurance and Industrial Security requirements specified in the Performance Work Statement throughout the life of the contract”. Please provide further clarification as to what is required and under which section in the PWS can we find the requirements? Is this related to a facility clearance? This requirement was not included in Draft 4 or previous USC‐7 discussions.
Amendment 4 addressed what shall be included in the plan.
98 Exhibit 1
On pg 3 of 9, of the first amendment, (3) Technical proposal, Volume II, Item iv, “Information Assurance and Industrial Security plan”, Industrial Security requirements are referenced. There does not appear to be any language in the PWS addressing this requirement.
How are we to respond?
Amendment 6 will include PWS language.
99 General Question Cyber Security ‐ Item is still open and previous language was deleted from RFP but Governments intent is unclear. Carriers objection was voiced in previous cyber security conference call.
Amendment 6 will include PWS language.
100 General Question
The RFP does not include any requirement reference Cyber Security.
Is Cyber Security not a requirement? If the intent is to add this requirement as an amendment to the RFP, please advise when the additional information requested at the 26‐October meeting will be provided?
Amendment 6 will include PWS language.
Exhibit 3, (PWS) 3.A.13.4
Vessel Cutoffs, Late Gates and Expedited Origin Linehaul ‐ It is not clear from this section or the definition of "Expedited Origin Linehaul to POE" what are the requirements of this service
Expedited Origin Linehaul to POE is defined as Contractor being required to provide expedited linehaul service to POE to meet vessel cutoff when possession of cargo has been given to contractor after Origin Cutoff as defined in Section 3.A.13.2
208 General Question
In CARE, there's an Assessorial for Agriculture Clearance at Japan, Korea and Okinawa. It's a "per container" charge (no breakbulk). We cannot find any mention of this requirement in the Solicitation, PWS or Rate Rules. Please advise what this Assessorial charge covers.
Amendment 4 ‐ Removed accessorial.
209 Exhibit 3, 6.D.2
In CARE, there are CLINs between points in Afghanistan and:
Constanta, Romania/ Klaipeda, Lithuania/ Mersin, Turkey/ Poti, Georgia/ Riga, Latvia/ Tallinn, Estonia/ Vostochnyy, Russia. However, Clause 6.D.2 of the PWS states: "These accessorial services shall be limited to Pakistan Ground Lines of Communication overland linehaul services to and from Afghanistan via sea ports in Pakistan." Please clarify.
Amendment 4 ‐ Removed CLINs between points in Afghanistan and: Constanta, Romania/ Klaipeda, Lithuania/ Mersin, Turkey/ Poti, Georgia/ Riga, Latvia/ Tallinn, Estonia/ Vostochnyy, Russia.
219 PWS, 6.D.2
Per USC 7 PWS, Enhanced Physical Security is limited to PAK Gloc only, yet in CARE, we are required to put in rates for EPS via NDN.
Could you please have the requirements for NDN removed from
CARE?
Quote from USC 7 , para 1 of 6.d.2 Enhanced Security Services, page 49 of 72 of PWS, These accessorial services shall be limited to Pakistan Ground Lines of communication overland linehaul services to and from Afghanistan via sea ports in Pakistan.
