MEMORANDUM FOR ALL OFFERORS

FROM: USTRANSCOM/TCAQ-CP

SUBJECT: Solicitation HTC711-11-R-C002 (FY12 Airlift Services in support of the Civil Reserve Air Fleet (CRAF))

1. The FY12 Airlift Services Solicitation is now posted at www.fbo.gov. For security purposes, mission requirements are emailed to carriers. Teaming arrangements are due by noon local, Thursday, 21 July 2011. If you are able to submit your List of Aircraft (Appendix 3A’s) and CRAF Aircraft Basic data Sheets and CRAF Aircraft Performance Forms by this deadline, they will be gladly accepted as this will give us an opportunity to work ahead in reviewing proposals.

Complete proposals are due by 1600 local, Monday, 1 August 2011.

2. Email questions regarding the solicitation to samuel.newberry@ustranscom.mil, john.carlson@ustranscom.mil and matthew.bowen@ustranscom.mil, no later than noon local, Friday, 15 July 2011 to allow sufficient time to provide answers to all prospective offerors prior to solicitation closing. In order to ensure continuity in answering any/all questions, please address emails ONLY to the above.

3. Offerors are encouraged to read the entire solicitation, with particular emphasis to Section L, paragraph 8, Proposal Preparation Requirements. Paragraph 9(e)(2), again, includes the requirements which are part of a teaming arrangement must be submitted as a single entity.

4. The following changes have been incorporated:

a. The solicitation and PWS incorporate both the International and Domestic CRAF requirements into one solicitation. Requirement areas are identified as International, Domestic or apply to both segments.

b. Added Kuwait specific clauses to Section I.

c. FAR 52.209-7 has been updated.

d. Procedures for identifying aircraft that will be added to the Domestic Services Section of the National Segment of the CRAF are included in paragraph L-7d.

e. Clarified procedures for receiving peacetime business in paragraph M-1(d)(vi).

f. International Flyer MV Bonus = .75 x missions flown for modern-fuel efficient aircraft and .25 x missions flown for legacy aircraft. (Reference M-5f(6)(ii))

g. Requirement for submitting seats maps now includes requirement for including seat pitch information has been added to paragraph 1.1.2.1.

h. Added the requirement for aircraft performing Patriot Express mission to have operational audio/video equipment to paragraph. 1.1.3.1.3.

i. Baggage arrival times have been added back into the PWS in paragraph 1.2.7.

j. Paragraph 1.3.13 has been updated to include an additional DOT Exemption.

k. Section 1.5 (Aeromedical Services – International has been updated.

l. Paragraph 3.5.5 has been updated to require aircraft be equipped with an auxiliary power unit (APU).

m. Service Delivery Summary in Attachment 1, Section 2 has been updated to include Domestic requirements.

n. Reliability percentages are now based upon 40 missions during a 90 day period. Delays more that 61 minutes and less than 8 hours count as one-half delay. Roundtrip missions operating in delay will not be charged additional delay for return mission unless an additional delay is incurred. Ranges for accessing 1% and 2% pay ACL reductions have been expanded and the period for the reduction has been changed to start on the first day of the following month for a one month period. Reference Attachment 1, Section 2

(PWS).
