The purpose of this synopsis is to notify interested parties that the USTRANSCOM Acquisition Directorate anticipates issuance of a solicitation to provide fixed wing transportation services for CENTCOM and NGA; the current requirements are for the CENTCOM area of responsibility (AOR).

Services to be provided under the PWS include fixed wing transport of Class 1-X supplies, U.S. Mail, and passengers. The government anticipates the contractor(s) postioning five (5) aircraft initially with the ability to surge up to twenty-two more aircraft throughout the life of the contract. Aircraft must be capable of performing Short Take-Off and Landing (STOL) with combination passenger and cargo commercial airlift. All planes must be multi-engine and operated by 2 pilots. Offeror must be a FAA 135 certified aircraft carrier, be eligible to be DoD Approved and be able to transport both passengers and cargo. The period of performance will be a base year plus 4 option periods.

The Government intends to evaluate proposals at the requiring activity level – CENTCOM (4 aircraft) and NGA (1 aircraft). For CENTCOM aircraft (4) the Government will consider the following: Business Proposal, Technical Proposal - CENTCOM, Pre-Deployment Plan - CENTCOM, Past Performance, and Price Factors – CENTCOM (Offeror’s will be required to provide a complete price breakdown for monthly service and start-up costs). For NGA aircraft the Government will consider the following: Business Proposal, Technical Proposal - NGA, Pre-Deployment Plan - NGA, Past Performance, and Price Factors – NGA (Offeror’s will be required to provide a complete price breakdown for monthly service and start-up costs). Best Value determinations will be made at the requiring activity level (CENTCOM and/or NGA). Therefore, an Offeror who proposes aircraft for both the CENTCOM and NGA requirement may not receive an award for both requiring activities based on the SSA's best value determination. Offeror’s will be required to provide a complete price breakdown for monthly service and start-up costs. The draft Performance Work Statements for CENTCOM and NGA will be posted on FBO.

The NAICS code is 481211. A Request for Proposal (RFP) will be available on Federal Business Opportunities on or about 8 February 2010. No hardcopies of this solicitation will be issued. All responsible sources may submit a proposal which shall be considered by USTRANSCOM/TCAQ.
