Solicitation HTC711-10-R-R002 Questions/Answers

Question 66: Reference Answer 63: "If the FAA were to authorize aircraft for operations in the

CENTCOM AOR under Part 121 this would significantly exceed the Government's actual requirement in terms of passengers or payload. In addition, it is not in the Government's interest to permit performance by aircraft that significantly exceed requirements. Such aircraft would increase the Government's fuel bill, unnecessarily occupy scarce ramp space in theater, and create other unfavorable consequences for the Government. The Government does not have a requirement for Part 121 aircraft for this procurement."

Some aircraft, including some currently operated by Presidential Airways (a Part 135 carrier) in theater (for example the DHC-8), when operated by a Part 121 carrier can carry larger payloads than the 7500 lb allowed under a Part 135 Certificate with an actual cost savings to the

Government since each mission would carry more at the same operating cost (the increased fuel usage is negligible), ramp space, etc.

Can a Part 135 and Part 121 carrier propose an aircraft type (model) that are currently being operated in theater by a USTRANSCOM contractor under that vendor's Part 135 certificate and propose operating them under their Part 121 certificate so as to provide the Government a considerable cost benefit if there is no impact on the Government?

Answer 66: The payload requirements have been validated, the contract will remain as a Part

135.

Question 67: Will the Government accept multiple proposals from individual vendors based on alternate aircraft (i.e., one proposal for 1 type of PWS-compliant aircraft and a second proposal based on another PWS-compliant type of aircraft)?

Answer 67: The Government will not accept multiple offers.

Question 68: Does the Government believe there will be anymore amendments?

Answer 68: At this time, the Government does not anticipate issuing additional Amendments.
