g. Controllable Reliability has changed from aircraft departures to arrivals within one

(1) hour after the scheduled arrival time computed on a rolling three-month average for passenger carriers with 60 or more missions and 40 or more missions for cargo carriers.

The schedule reliability rate has been changed from 85% to 95% for passenger carriers and 92% for cargo carriers. Also, an incentive (Reliability Award Amount) has been added where contractors achieve a rate of 96% or greater based upon a rolling three-month schedule reliability rate.

h. The 60/40 reporting requirements have been changed from revenue to block hours.

This application of the mobilization value (MV) penalty continues to be suspended but the reporting requirement remains.

5. Other changes are noted below. This list doesn’t encompass every change made;

therefore, it is necessary that carriers ensure a thorough review of the entire solicitation.

Changes made to the PWS are identified with a vertical line in the right hand margin.

a. The entitlement categories and the Allowable Cabin Load (ACL) ranges have been changed to agree with the aircraft standards included in the Rates and Rules (Large, Medium & Small). Refer to Section B page ranges and Section M Long & Short Range

Examples.

b. Attachment 1, Appendix 3, paragraph 14.0 Civil Aircraft Landing Permit has been updated to reflect that insurance shall correspond to the contract period of performance, where possible. In an instance where that is not possible, contractors are responsible for providing updated forms 14 working days prior to expiration of the landing permit.

Failure to provide updated documents within the time specified may result in a breach of this contract requirement and a reduction of such offeror’s entitlement for the purpose of awarding business in the forecast year or the next quarterly mobilization value change, whichever is first, may occur. Mobilization point entitlement may be reduced at a rate of one percentage point per day late up to a maximum reduction of 30 percent as a result of the late submission.

c. Section H, paragraph 17, Allocation and Ordering of Expansion Airlift and paragraph 18, Awarding Expansion Airlift for Outside Cargo Service or Service Into

Restricted Areas or Remote Locations has been updated.

d. Section H, paragraph 25, Reimbursable Submission has been updated to add a

Reliability Award Amount paragraph; also refer to Attachment 13 for the Award Fee

Plan.

e. Added FAR 52.222-99 to Section I.

f. CRAF Aircraft Basic Data Sheet (formerly HQ AMC Form 82) and CRAF Aircraft

Performance Form (Formerly HQ AMC Form 83) have been updated.

g. Section L has been updated to include additional documentation for submittal of the List of Aircraft.

h. Attachment 1, Section 4, Control of Aircraft paragraph updated to reflect that aircraft temporarily removed from active utilization that are mission capable within 24 hours are considered to meet the control requirements of this contract; however, under no circumstances, including aircraft out for maintenance, repair, or overhaul (MRO), will the duration exceed 90 days.

6. Please address proposals to: USTRANSCOM/TCAQ-CP, ATTN: Lucy Hitsman, 508

Scott Dr., Bldg 1900W, Scott AFB IL 62225.
