About this file

This is a Questions and Answers document for solicitation HT941026Q2018, an Integrated Pest Management (IPM) pest control services contract for Joint Base Elmendorf-Richardson, Alaska.

The government requires Prime Contractors to possess direct pest industry experience and maintain proper pesticide General Liability insurance with pesticide pollution coverage compliant with National Pest Management Association Standards of Care, VHA Directive 1850.02, and VAAM Appendix M815-A guidelines. This is a new requirement with no previous contract awarded. The contractor must provide exterior rodent bait stations upon award, as the government currently does not have these in place. Historical service data indicates two bed bug service requests occurred in the past 12 months, with one hornet or wasp service request documented. No emergency or unscheduled service requests have been recorded in the past 12 months, and no CURE or Notice of Correction notices have been issued. Several service requirements have been removed from the original solicitation per the revised Statement of Work dated March 15, 2026, including hornet and wasp removal services, fly light provisions, and drain treatment requirements.
