Statement of Work

ROBERT E. BUSH NAVAL HOSPITAL (NHTP)

MARINE AIR GROUND TASK FORCE TRAINING CENTER,

MARINE CORPS AIR GROUND COMBAT CENTER (MCAGCC)

TWENTYNINE PALMS, CALIFORNIA 92278

SECTION 1 – BACKGROUND

The Main Operating Room is in need of new surgical lights and integrated endoscopy monitors to replace the Steris Harmony lights and monitors currently in use. The MOR performs 900 surgical procedures per year. Adequate lighting is necessary for visualization during surgery. Inadequate lighting presents a significant patient safety issue. Additionally, the MOR cannot use OR 3 without new surgical lights, reducing mission capability by 25%. The Harmony lights and integrated monitors exceeded the 10-year life expectancy in January 2018. The company no longer provides replacement parts or support for this lighting and integrated visualization system.

The Harmony lights in OR 3 are completely inoperable and have been utilized for spare parts to repair the lights in ORs 1, 2, and 4. The lights no longer operate from the control box and can only be controlled by using the buttons directly on the lights, which requires personnel to reach over the sterile field to adjust the light intensity, potentially contaminating the sterile field.

Additionally, these lights were installed in such a manner that they often cannot be moved into a position directly over the surgical field due to entanglement and limited range of motion of integration monitors, lights, and booms. Additionally, the integrated monitors with this legacy system do not work with the new Stryker 4K visualization system. The MOR is requesting Stryker equipment as a replacement for the Harmony system in order to facilitate integration with existing Stryker 4K endoscopy equipment. Additionally requesting turnkey installation, as this project is beyond the scope and capabilities of the Facilities Department

SECTION 2 – SCOPE OF WORK

This Statement of Work (SOW) covers the necessity for the purchase and installation of the Brand Name or Equal: SLX Surgical Lights to support the mission of the Naval Hospital Twentynine Palms Surgical Suite. The intent is to request purchase and installation of the Brand Name or Equal: SLX Surgical Lights listed below for Robert E. Bush Naval Hospital, Twentynine Palms, California.

SECTION 3 – TASKS/REQUIREMENTS: The contractor shall provide purchase and installation of Brand Name or Equal: SLX Surgical Lights listed below.

SECTION 4 – PERIOD OF PERFORMANCE: Purchase and installation will occur between after contract award and 31 December 2024.

SECTION 5 – DELIVERY LOCATION:

Surgical Suite Robert E. Bush Naval Hospital Twentynine Palms, 1145 Sturgis Rd MCAGCC, Twentynine Palms, CA 92278-8250

SECTION 6 – DELIVERABLES/REPORTING SCHEDULE: Delivery and installation of the below items to occur between after contract award and 31 December 2024.

SECTION 7 – MAINTENANCE / EXPENDITURE REQUIREMENTS: The units listed for tentative purchase have a 2-year manufacturer’s warranty that covers ALL damage, whether accidental or manufacturer defect. It does not cover preventative maintenance or inspections. After manufacturer’s warranty expires, the intent is to add to pre-existing contract with agility for repairs only. Bio medical technicians are required to review all new equipment prior to purchase. If any specialty training is needed for new equipment purchases unfamiliar with Bio medical technicians, the manufacturer will provide initial in service training. Previous systems to be replaced were solely inspected and preventative maintenance was conducted in house according to the given manufacturer’s instructions for use. 4k monitors do not require any preventative maintenance and are only required to have an annual inspection and functions test for connectivity to units connected to monitor, which is also an in-house maintenance ability.

SECTION 8 – SPECIAL REQUIREMENTS: All items for the integration project are required to work wirelessly with existing Stryker equipment below. Wireless adapters (transmitters/receivers) must allow for all units connected to monitors to immediately process and connect to other units for patient care. It is a need due to the movement of patients and prevent the lapse in critical monitoring of patients.

Specification shall be compatible with the current Stryker 4k visualization system already owned.
