About this file
This is Amendment 0001 to a federal procurement (Combo/Solicitation HT9408-26-Q-E025) issued by the Defense Health Agency Healthcare Contracting Division-South for a water purification system at a Naval Hospital facility. The amendment adds a revised Statement of Work dated July 16, 2026, floor piping schematics, water sample results, and responses to 39 industry questions addressing technical specifications and site conditions.
The water purification system must meet "Critical Water" standards per AAMI ST108: 2023, Table 2, for medical device processing in sterile services. Key operational requirements include: 25 gallons per minute peak demand and 300 gallons per day estimated consumption from tap water feed stock; continuous total organic carbon (TOC) monitoring with alarm capability; and full design and installation including installation qualification (IQ) and operational qualification (OQ). The system will serve two Steris washer-disinfectors (approximately 9.5 gallons per cycle, operating simultaneously) and a Caviwave CR12 ultrasonic cleaner (20-gallon tank, minimum two fills daily). Equipment must fit within a rigid 5 feet by 16 feet space in Room 2028 with no deviation allowed. Installation responsibilities include electrical hookup by contractor, coordination with NAVFAC for any lift requirements, and protection of the two-year-old roof. The approximately 3-inch drain connection is available, and electrical disconnect will be provided with 36-inch minimum clearance from electrical panels per NFPA 70. Vendors must acknowledge receipt of this amendment in their quotation submission. All other terms and conditions of the original solicitation remain unchanged.

b) Add Atch No. 5 - NHP Floor piping Schematic (Informational Purposes Only)
c) Add Atch No. 6 - NHP Water Sample 26 Mar 2026 (Informational Purposes Only)
d) Address Industry Questions as follows:
Q1: What are your application(s)? (Mass spec, HPLC, cell culture, PCR, chromatography, dishwasher, autoclave, media, buffers, etc.)
A1: Refer to Statement of Work - Section 5.1.
Q2: What is the quality of feed water for the system, tap or pretreated (RO/DI)?
A2: Tap
Q3: What type of final product water do you need? (Type 1 - Ultrapure, Type 2 - DI, Type 3 - RO, or a combination)
A3: The Government requires the continuous performance qualification levels of water quality for medical device processing as defined under “Critical Water” per the AAMI ST108: 2023, Table 2.
Q4: Would you need Type 1 with access to Type 2 or Type 3 water for other applications?
A4: Refer to A3.
Q5: How many liters of purified water do you expect to use at one time (on demand) as well as per day (or per week)?
A5: Estimated 25 Gallons Per Minute (GPM), Estimated 300 gallons per day.
Q6: Is the oxidation of organic compounds and/or deactivation of microorganisms critical for your application?
(this determines if a system with UV lamp is needed)
A6: Refer to A3.
Q7: Does the water need to be free of RNase, DNase, pyrogens, endotoxins, and/or microorganisms? (this determines if an ultra-filter is needed)
A7: Refer to A3.
Q8: Do you need to actively monitor TOC (Total Organic Carbon) levels?
A8: Water purification system shall have the capability to continuously monitor TOC levels and provide an alarm notification.
Q9: What are your space requirements? (Do you prefer wall hanging, benchtop, or under cabinet?)
A9: Refer to Statement of Work, Section 5.1.
Q10: Do you prefer a remote dispense gun for the system for additional flexibility?
A10: No.
Q11: Do you require installation or IQ/OQ?
A11: The Government requires a fully functional water purification system to include the design and installation to include the installation qualification (IQ) and operational qualification (OQ) as defined under the
AAMI ST108: 2023.
Q12: How will equipment be brought into the site?
A12: The contractor is responsible for determining the appropriate delivery and installation procedures. Please refer to the SOW for site conditions.
Q13: Is the roof new?
A13: Current roof was installed approximately two (2) years ago.
Q14: Will the hospital provide the material and/or equipment to ensure the roofs protection? A14: No.
Q15: How far must equipment be set up from the electrical panel?
A15: At a minimum, there will be a 36-inch clearance from any electrical panel pursuant to NFPA 70.
Q16: What is the size of the drain?
A16: Approximately 3 inches.
Q17: Will the hospital provide a crane?
A17: No. However, the hospital will coordinate between NAVFAC and the contractor for all lift paperwork and all safety requirements, as necessary.
Q18: Estimated peak simultaneous (concurrent) demand across all points of use, in gallons per minute or gallons per hour.
A18: Refer to A5.
Q19: Estimated total daily consumption for the SPD, in gallons per day.
A19: Refer to A5.
Q20: Fill rate and duration per cycle for the Steris washer-disinfectors, and whether both units are expected to fill simultaneously.
A20: Manufacturer does not provide a fill rate and duration per cycle. However, the pure water consumption per unit per cycle is approximately 9.5 gallons. Both units can and will be operated at same time.
Q21: Expected fill frequency or daily volume for the Caviwave CR12 ultrasonic cleaner.
A21: The ultrasonic can be expected to be filled a minimum of 2 times per day with a 20-gallon tank capacity.
Q22: Can I get a copy of the blueprint to see the piping layout? Reasoning: Plumbing needs to be verified to ensure the water purification system being installed performs properly.
A22: Attachment No. 5 - NHP Floor piping Schematic is attached for informational purposes only. The distribution loop that will be used has not been constructed yet.
Q23: What are the interface connection requirements at the inlet and outlet?
A23: Refer to SOW section 5.1.7.
Q24: Do we know the water quality of the incoming water?
A24: Attachment No. 6 – Water sample results dated 26 March 2026 is provided for informational purposes only.
Q25: Are we (contractor) responsible for hooking up the electrical?
A25: Yes.
Q26: Will we have a shut-off to connect to?
A26: Yes, electrical disconnect will be provided.
Q27: Is the water from the well potable?
A27: Yes.
Q28: What are you guys doing now for water purification, and why are you now wanting a purification system?

Q29: Will this be a reusable loop?
A29: Yes.
Q30: Can we mount anything to the wall if needed, and are the space requirements rigid? Is there room for deviation?
A30: No. Refer to SOW, section 5.1.5. The Government shall provide space within Room 2028 for the install of equipment. The area provided will be 5 feet x 16 feet. There is no room for deviation.
Q31: Are there plans for expansion or growth?
A31: Yes.
Q32: Is the other equipment that is to be installed new or currently in use?
