WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (JAN 2023)
(a) As used in this clause- Definitions.
"Department of Defense Activity Address Code (DoDAAC)" is a six position code that uniquely identifies a unit, activity, or organization.
"Document type" means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
"Local processing office (LPO)" is the office responsible for payment certification when payment certification is done external to the entitlement system.
"Payment request" and "receiving report" are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(b) The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as Electronic invoicing.

(c) To access WAWF, the Contractor shall- WAWF access.
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.
(d) The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice WAWF training.
Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the "Web Based Training" link on the WAWF home page at https://wawf.eb.mil/
(e) Document submissions may be via web entry, Electronic Data Interchange, or File Transfer WAWF methods of document submission.

(f) The Contractor shall use the following information when submitting payment requests and receiving reports WAWF payment instructions.

(ii) For fixed price line items-

Quotes shall be evaluated in accordance with FAR 52.212-2, Evaluation--Commercial Products and Commercial Services (Nov 2021) which is incorporated into this Request for Quote, with an addendum to paragraph (a) as follows:
The Government intends to award one Purchase Order resulting from this solicitation to the responsible Offeror whose proposal conforms to the solicitation and is the most advantageous (Best value) to the Government, price and other factors considered. Factors being utilized to evaluate proposals are:

The Government contemplates this requirement to include a one-year base period with four (4) one (1) year option periods.
A price reasonableness approach will be utilized by the Government to determine that the proposed prices offered are fair and reasonable and that unbalanced pricing between CLINs is not occurring. In evaluating price reasonableness, other than cost and pricing data, shall be utilized. Indications of unbalanced pricing will be reflected in the evaluation.
Technical acceptability will be determined by a review, accomplished by the end-user, of the proposed items to ensure each item meets the requirements identified in the attached Statement of Work. FACTOR 1 - TECHNICAL CAPABILITY:
Technical capability will be evaluated by how well the proposed services meet the Government requirement. The contractor shall submit a technical capability statement (2 pages or less) that demonstrates the contractors full understanding and ability to meet all requirements set forth in the provided Statement of Work.

FACTOR 2 - PRICE:

If a CPARs evaluation is not available for a reference, a Past Performance Questionnaire(PPQ) (Attachment 3) must be submitted along with the corresponding Project Summary Sheet. PPQs shall be submitted directly to matthew.j.brinkmann.civ@health.mil and corey.a.black.civ@health.
mil. PPQs submitted by the Offeror will not be accepted.
Note: The Project Summary Sheet must contain contract numbers, descriptions of work, periods of performance, and POC emails/phone numbers.
Any past performance reference that does not contain valid/current POC contact information or, if the POC provided cannot validate work identified on the project summary sheet, the past performance reference may not be evaluated.
The Government reserves the right to evaluate an Offeror's past performance using both the information submitted and information obtained from other Government sources. These sources may include, but are not limited to, the Contractor Performance Assessment Reporting System (CPARS),Responsibility/Qualification records (formerly known as the Federal Awardee Performance and Integrity Information System (FAPIIS)), the Electronic Subcontract Reporting System (eSRS), and other relevant databases. Additionally, the Government may conduct interviews with program managers, contracting officers, contracting officer representatives, and commercial or non-government sources, such as any commercial businesses or customers referenced by the offeror in their past performance information.
Recency Assessment: An assessment of the past performance information will be made to determine if it is recent. To be recent, the effort must be ongoing or must have been performed within the past three (3) years from the date of issuance of this requirement.
Relevancy Ratings: The Government will use the following relevancy definitions/ratings in Table 1 when assessing relevant past performance:

The Government will use the following definitions/ratings in Table 2 when making an overall Performance Confidence Assessment (PCA).

Limite d Conf idence
Based on the offeror's recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.
No Co nfiden ce
Based on the offeror's recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.
More relevant and more recent past performance may weigh more heavily than less relevant, less recent past performance.
