About this file
This document is a Question and Answer (Q&A) response to a federal contract solicitation for kitchen hood and ceiling cleaning services at a medical facility. The government clarified ten key inquiries submitted by prospective bidders regarding scope, specifications, and execution requirements.
The contract requires monthly inspection and cleaning or replacement of hood filters every six months based on condition, with replacement filters contractor-furnished and bi-annual replacement costs included in the fixed price. The kitchen ceiling is painted drywall at approximately 10 feet high, and manual wipe-downs shall include pre-vacuuming and wipe-down as conditions require monthly (rather than the previously reported weekly frequency) because the medical center does not operate fryers. Cleaning shall be performed after hours (after 4:00 PM) or on weekends as the routine schedule, coordinated with facility points of contact. The Smog Hog UV system maintenance is excluded from scope as it is maintained by the hospital's maintenance contractor. No site visit will be conducted; however, photos of the kitchen hoods, duct access points, and ceiling area are provided as Attachment 5 to an amendment to assist offerors in preparing quotes. This represents a new requirement with no previous contract history.

# Question Government Response
What is the material composition of the kitchen ceiling (acoustical ceiling tile, painted drywall, or other)? The kitchen ceiling is painted drywall.
Approximately how high is the kitchen ceiling? Approximately 10 feet.
Does the Manual Wipe Down" of the ceiling require pre-vacuuming, or is a wipe-down alone sufficient?"
Both, as needed — pre-vacuuming and wipe-down shall be performed as conditions require, per PWS §3.2.3 and the Technical Exhibit (§3.3).
Regarding hood filters: should the contractor clean and reinstall existing filters, or dispose of them and replace them with new filters?
Filters shall be inspected monthly and cleaned or replaced every six (6) months based on filter condition. The contractor determines, by condition, whether cleaning or replacement is required at each interval. Replacement filters are contractor-furnished. For pricing purposes, offerors shall assume bi-annual replacement, with the cost included in the fixed price. See revised PWS §3.2.6 and the updated Technical Exhibit (§3.3).
Since a site visit is not feasible, can the Government provide photos of the kitchen hoods, duct access points, and ceiling area? Photos are provided as Attachment 5 to this amendment.
A “Smog Hog" system with UV bulbs was previously serviced by another contractor. Does this system still exist and is its maintenance excluded from this
PWS?"
The Smog Hog system still exists and is maintained by the hospital's maintenance contractor. Its maintenance is excluded from the scope of this requirement.
A previous contract reportedly required a weekly wipe-down, while this PWS specifies monthly. Is the reduced frequency correct and intentional?
Yes. The monthly wipe-down frequency is correct and intentional, as the medical center does not operate any fryers.
See PWS §3.3, Technical Exhibit.
Should bidders plan for all cleaning to be performed after hours/weekends as the routine schedule, or only as an occasional exception?
Cleaning shall be performed after hours (after 4:00 PM / 1600) or on weekends as the routine schedule, coordinated with the facility POCs, consistent with PWS §1.5.2.
Can the Government confirm the most recent/previous contract number for these services?
Not applicable to this. There is no previous contract for these services.
Will a site visit or facility walkthrough be made available prior to quote submission?
No, a site visit will not be conducted for this requirement. To assist offerors in preparing their quotes, the Government intends to provide photos of the work area via an amendment to this solicitation.
