No Contract is currently in place. Services are being provided through alternative means. N6883618P0740 was the previous contract.
2. Who is the incumbent and what is the current contract number?
No Contract is currently in place. N6883618P0740 was the previous contract. Charles River Communication is the incumbent.
3. What was the total contract value including option years?
$111,459.96 was the value of the last contract in place; N6883618P0740.
4. Are the names of the administrators for the facilities provided in the solicitation as well as their roles?
Any necessary names and contact information will be provided after contract award.
5. Could you confirm if the electronic fax services required for the five Naval hospitals and clinics are intended solely for internal communication among themselves, or are they also expected to communicate with all network providers using the 20 lines? Additionally, is the estimated volume of approximately 100,000 pages a month accurate for these communications?
It is expected to communicate with all network providers using the 20 lines. Approximate outbound fax page totals for the 2023 calendar year were 9,500 per month or 114,000 annually. Approximate inbound fax page totals for the 2023 calendar year were 68,300 per month or 819,600 annually.
6. Regarding compliance certifications for the fax service provider, apart from HIPAA, are there any additional certifications required, such as FedRAMP, PCI, or High Trust Certification?
There needs to be a system in place that protects personal identifiable information and personal health information from being compromised.
7. Could you provide details on the expected inbound and outbound fax volume for each individual hospital or clinic? Are there any unique configurations required for each?
Volume can vary month to month for each number. For calendar year 23 there was a total of 28,387 outbound faxes and 83,815 inbound faxes for all numbers.
8. Is there a preference or requirement for each hospital or clinic to have separate fax accounts for billing purposes, implying different login credentials for each?

Billing will be done in accordance with the WAWF Clause. Invoicing must match the current CLIN structure.
9. In transitioning from Charles River Communications, could you share insights into the primary factors driving this decision? Are there specific technical issues or business considerations we should be aware of?
Additionally, could you specify the fax platform or technology previously utilized?
The previous contract expired. A new contract is required.
10. Could you specify if the current fax solution is an on-premises server-based system (such as GFI or RightFax) or a cloud service? Would there be a recommendation or preference for a cloud-based solution moving forward?
The current fax solution is a web-based system. Staff members go to a .com address and logs into the system with a user ID and password.
11. For fax send and receive operations, is the process designed to be 1-to-1, or are there shared queues/folders in place for certain functions, such as referrals? If work-groups are involved, do they require the capability to read and extract data from faxes, such as patient names and dates of birth?
There needs to be a process for multiple staff to access to the same numbers. For example, number 866- 230-7952 has approximately 20 staff members that need access to this number. Having folders is not a requirement, but there is a benefit to having folders in place. Each of the 20 staff members could have their own folder under the number. Do need the capability to read the data, but do not need to extract data from faxes.
12. Could you inform us about the Electronic Health Records (EHR) platform currently in use at these facilities?
MHS GENESIS is the electronic health records for the military medical treatment facilities.
